How these numbers are made
  • Garbage: WM's Emeryville single-family curbside rates effective January 1, 2026 (monthly, franchise fees included): $16.22 for a 20-gallon cart, $26.87 for 32, $53.72 for 64 and $80.56 for 96.
  • Water: EBMUD Schedule A from July 1, 2026, monthly-billing column: $28.60 service charge for a 5/8 or 3/4 inch meter, $8.40 per unit for the first 7 units, $9.74 to 16 units and $11.49 above. No elevation surcharge is assumed. The page starts at 5 units a month, EBMUD's median single-family use. Sewer: EBMUD wastewater (July 1, 2026): $10.94 service + $11.38 strength + $0.20 Bay pollution prevention fee = $22.52 a month, plus $1.97 per unit of water up to 9 units. Emeryville's own sewer user charge (set by City Council resolution) is NOT included because no current amount is published in a document we could find.
  • Property tax: the 2024-25 rates for tax rate area 14-00 from the City's FY 2025 financial report (1% general levy plus County GO bond 0.0089%, Emery Unified bonds 0.0421%, Peralta bonds 0.0394%, BART 0.0148%, East Bay Regional Park 0.0013% and City bonds 0.0437%, 1.1502% in all), less the $7,000 homeowners' exemption. Flat charges listed are only district-wide ones we could source; Emeryville city parcel taxes are not included. The starting value is the Census median (market), not an assessed value.
  • Electricity: PG&E schedule E-1 (June 1, 2026) Tier 1 and Tier 2 totals plus 1.75 cents per kWh for Ava's Renewable 100 default service; PG&E's $0.79343 a day base services charge is $24.13 a month; baseline territory T, about 218 kWh a month. Typical use is PG&E's 2024 residential average from EIA. The 5.5% utility users tax applies to electricity and gas. Not included: PG&E's California Climate Credit.
  • Gas: PG&E G-1 (Oct. 1, 2026) $2.42480 and $2.92792 per therm plus the $0.12103 public purpose surcharge, territory T baseline, about 28.4 therms a month; typical use is California's 2024 residential average (EIA). Insurance is the 2022 California average homeowners premium (NAIC via the Insurance Information Institute).
  • Tax rate: the 2025-26 Alameda County tax rate book for tax rate area 14-000 could not be opened (county site blocks automated access; the book is only in a SharePoint viewer), so the 2024-25 City financial report rates stand and are not reconciled to a third-party aggregator's higher totals. Measure K is per square foot of building area and the calculator has no house-size input, so it is described in the tax note rather than added as a flat charge.

How Emeryville compares

A typical Emeryville house against the 285 California cities we cover, using the same default numbers as the total above.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.

Questions to ask your candidates

Each one starts from a number above. Any candidate can answer them.

1. Trash

The fact: Trash pickup here costs about $322 a year for the standard cart, lower than 245 of the other 267 California cities we cover. Where trash is billed through the tax bill or a separate hauler, it is not counted here.

Ask: "Trash pickup here costs about $322 a year for the standard cart, lower than 245 of the other 267 California cities we cover. What drives that cost, and would you change anything about the service or the price?"

2. Electricity and gas

The fact: Electricity and gas for a typical house here cost about $3,811 a year, higher than 247 of the other 284 California cities we cover. Rates are set mostly by the utility and the state.

Ask: "Electricity and gas here cost about $3,811 a year for a typical house, higher than 247 of the other 284 California cities we cover. Which parts of that can the city influence, and what would you do about them?"
