How these numbers are made
- Property tax uses the 2026-27 Butte County Multi-Rate Taxes rates for tax rate area 004-001 (1% general levy plus Oroville City Elementary, Oroville Union High and Butte-Glenn Community College bond rates), with the $7,000 homeowners' exemption.
- The starting value is the Census median market value; assessed values under Prop 13 are often lower.
- Water uses Cal Water's July 1, 2026 Oroville tariff (service charge plus tiered quantity rates); Cal Water's per-bill surcharges and surcredits are not included. Some Oroville-area homes are served by other districts (such as Thermalito Water & Sewer or Lake Oroville Area PUD).
- Sewer is the City's 2026-27 flat monthly total per EDU (City $29.83 plus SC-OR $27.00); it is not metered.
- Electricity uses PG&E E-1 bundled rates with a seasonal-weighted baseline (summer 15.0, winter 10.2 kWh/day, territory S); gas uses G-1 plus the public purpose surcharge, with a seasonal-weighted baseline of about 26.9 therms a month.
- Trash uses Recology's published monthly residential rates for Oroville (the page carries no effective date; matches the city's '2025-2026 Rates' label; no 2026-27 notice found). The over-55 senior discount is not applied.
- Gas: G-1 has no fixed customer charge (only a small minimum transportation charge at very low use); schedule effective October 1, 2026 per the PG&E tariff sheet.
- Nothing here is legal, tax or insurance advice.
How Oroville compares
A typical Oroville house against the 285 California cities we cover, using the same default numbers as the total above.
| Per year | Oroville | Median | Where it falls |
|---|---|---|---|
| Property tax rate | 1.06% | 1.13% | lower than 254 of the other 284 California cities we cover |
| Water | $748 | $927 | lower than 199 of the other 284 California cities we cover |
| Sewer and utility-bill fees | $682 | $596 | higher than 120 of the other 196 California cities we cover |
| Trash | $487 | $452 | higher than 159 of the other 267 California cities we cover |
| Electricity and gas | $3,353 | $3,421 | lower than 186 of the other 284 California cities we cover |
| Total | $8,513 | $14,432 | lower than 280 of the other 284 California cities we cover |
Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
