How these numbers are made

Property tax: Mendocino County's 2025-26 rate table (the 2026-27 table is not posted), tax rate area prefix 003 (Ukiah Unified, within city limits): the 1% basic levy plus the Ukiah Unified bond (0.191%) and Mendocino-Lake community college bond (0.019%), less the $7,000 homeowners' exemption. Other debt service entities in the last three digits of a parcel's tax rate area vary by parcel and are not included. Flat charges: the county's Special & Direct Assessments list (rev. 01/26/26) includes Ukiah Valley Fire (Measures J and B), Ukiah Valley Sanitation District and Ukiah Valley Basin GSA for the Ukiah area; Fire J+B is included at $120 a year for a single residence per the Fire Authority's Battalion Chief (June 2026; the district's own rate sheet was not found). The GSA fee depends on parcel acreage (2024 fee study: $4.07 per acre base plus $34.67 per acre for improved parcels, residential acreage capped at 0.5; the later increase was not found) and is not included; sanitation district charges apply only inside that district.
The starting value is the Census median market value ($458,400); under Prop 13 your assessed value is probably lower.
Water: City of Ukiah rates effective March 1, 2026 ($54.38 monthly service charge for a 3/4" meter, $4.43 per CCF). Sewer: the July 1, 2026 step ($65.82 monthly plus $4.76 per HCF) of the five-year schedule the City Council adopted on September 17, 2025; the sewer utility serves only a portion of the City, so some houses are on septic or other service.
Electricity: City-owned Ukiah Electric, residential rate E1 effective January 1, 2026, with the $10.47 monthly charge for 201-550 kWh. The quarterly Power Cost Surcharge Rider (a per-kWh adjustment that can be positive or negative) is not included: the City's rider document gives only the formula (12-month NCPA cost minus the January 2022 factor, reset each March, June, September and December 1) and no posted notice or document with the current quarter's $/kWh could be found. Typical use is the EIA average for PG&E's residential customers, since Ukiah Electric is not listed.
Gas: PG&E G-1 effective October 1, 2026 with the public purpose surcharge, baseline territory X.
Insurance is a California statewide average for 2022; the NAIC's 2023 report (July 2026) exists but its California figure could not be read, and wildfire-area premiums are likely higher. Trash is the 32-gallon curbside rate; no tax-bill trash charge was found.
