Ways to pay less

Nothing here applies to every house automatically. These are worth checking:

  • Income-qualified households: PG&E CARE or FERACARE: 30–35% off electricity

California electric corporations with 100,000+ customer accounts offer a 30–35% CARE discount on electricity for income-qualified households; FERA applies an 18% discount for incomes slightly above the CARE limit.

How: Apply with PG&E; application forms are also available through community agencies.

  • 100% disabled veterans: property tax exemption$100,000+ off assessed value

The basic Disabled Veterans' Exemption, also called the $100,000 exemption, is for a veteran rated 100% disabled from service (or an eligible unmarried surviving spouse) on their principal residence, and is compounded annually by an inflation factor; a larger low-income exemption (the $150,000 exemption) is for claimants under a household income limit.

How: File form BOE-261-G, Claim for Disabled Veterans' Property Tax Exemption, with the county assessor.

How these numbers are made
  • Property tax: 1% general rate plus the 2025-26 Western Placer Unified bond rate (0.034885%) and Sierra College bond rate (0.005316%) for Placer tax rate areas labeled Lincoln Inside; rates for other areas of the city or direct charges on individual parcels were not verified.
  • Water: City of Lincoln FY 2027 (the July 2026 rate year) 3/4-inch fixed charge $29.50 plus water CIP component $15.59 = $45.09 a month, and $3.99 per kgal. Typical use of 10.7 kgal a month comes from the city's 2023 rate notice, converted at 1.337 CCF per kgal. The city can add a wholesale water pass-through charge that is not included.
  • Sewer: residential wastewater $36.58 plus LiSWA treatment charge $37.77 a month (FY 2027 column of the city's rate schedule).
  • Garbage: $38.58 a month for one 95-gallon cart (the FY2027 column of the schedule and the city's own page).
  • Electric and gas use PG&E E-1 and G-1 with year-round weighted baselines for territory S (Placer County under 1,500 feet). The electric figures are PG&E's bundled tariff; Pioneer Community Energy, which supplies generation in Lincoln, bills a different total that was not priced here. Gas rates are the published tariff.
  • Insurance uses the California statewide NAIC average for 2022 because no Lincoln figure was found.
  • Lincoln customers get generation from Pioneer Community Energy (who-we-serve page); its E-1 generation-only rate is 0.11570 (Pioneer residential rates page). A Pioneer bill will differ from the PG&E bundled figures shown.
  • Nothing here is legal, tax or insurance advice.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.

Questions to ask your candidates

Each one starts from a number above. Any candidate can answer them.

1. Property tax rate

The fact: Lincoln's property tax rate is 1.04%, lower than 273 of the other 284 California cities we cover. The rate adds up every agency on the bill, not only the city.

Ask: "Property tax in Lincoln is 1.04%, lower than 273 of the other 284 California cities we cover. What should that money pay for first, and would you change anything about how it is set?"

2. Sewer and utility-bill fees

The fact: Sewer and flat utility-bill charges here come to about $892 a year, higher than 154 of the other 196 California cities we cover. Some cities bill sewer on the property tax bill instead, which is not counted here.

Ask: "Sewer and flat utility-bill charges here cost about $892 a year, higher than 154 of the other 196 California cities we cover. What drives that cost, and would you change anything?"
