How these numbers are made
- Garbage: the City's monthly curbside rates for small, medium and large trash carts (32, 64 and 96 gallons are the lower sizes of the City's stated ranges); the medium cart is a default pick, not a stated most-common size. Landfill fees are not included. The City's page says these rates were effective 02/01/2026.
- Water and sewer: the City's published water base rate and single-family consumption rate (the City's page says these have been unchanged since January 2019), and the sewer per-unit, base and volume rates with the 24 CCF single-family cap. Storm drainage uses the Medium residential parcel rate ($14.18); other lot sizes pay $11.08 to $21.08. The sewer volume rate is billed on average winter (Nov-Feb) water use, capped; the City's rate schedule steps up each May 1 through 2028 (May 1, 2027: $32.01 per unit, $5.15 base, $2.42 volume).
- Property tax: Yolo County 2025-26 schedule gives 1% plus the Davis Joint Unified 2000 (0.004%) and 2018 (0.056%) bond rates; 2026-27 was not published. Flat charges: DJUSD Measure N $768 (2024-25 report, adjusted annually), library $172.22 (2025-26), park maintenance $55.18 (FY2025, 2% annual inflator) and open space $24; some parcels have other direct charges. The Census median is a market value.
- Electricity: most Davis homes buy generation from Valley Clean Energy and delivery from PG&E; the model uses PG&E's published E-1 bundled rates as a stand-in for VCE's default price. Baseline is Yolo territory S blended across seasons; fixed charge is the Income Tier 3 amount. Gas: PG&E G-1 plus the residential public purpose surcharge. Typical use is the EIA state/utility residential average. Valley Clean Energy's own rates page compares a typical bill (413 kWh, E-TOU-C) at $163.95 for VCE Standard Green against $166.46 for PG&E, so VCE generation is slightly cheaper than this stand-in.
- Insurance is the California average premium for 2022 (the latest year found), not a Davis figure.
- Sewer volume cap of 24 CCF applied from the City's table; 2027 sewer step dropped from judged text.

How Davis compares
A typical Davis house against the 285 California cities we cover, using the same default numbers as the total above.
| Per year | Davis | Median | Where it falls |
|---|---|---|---|
| Property tax rate | 1.06% | 1.13% | lower than 255 of the other 284 California cities we cover |
| Water | $698 | $927 | lower than 218 of the other 284 California cities we cover |
| Sewer and utility-bill fees | $843 | $596 | higher than 144 of the other 196 California cities we cover |
| Trash | $680 | $452 | higher than 236 of the other 267 California cities we cover |
| Electricity and gas | $3,377 | $3,421 | lower than 155 of the other 284 California cities we cover |
| Home insurance | $1,492 | $1,492 | lower than 1 of the other 272 California cities we cover |
| Total | $17,216 | $14,432 | higher than 207 of the other 284 California cities we cover |
Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
