How these numbers are made
- Property tax: Tehama County's 2025-26 rates for tax rate area 002-001, 1.0368%: the 1% basic levy plus Red Bluff Elementary and Red Bluff High School bonds and the Shasta Community College bonds, less the $7,000 homeowners' exemption. Most Red Bluff tax rate areas carry 1.0368%; several carry 1.0284%. The starting value is the Census median market value ($299,900); under Prop 13 your assessed value is probably lower. The county's 2026-27 table was not posted yet.
- Water and sewer: the City's rates effective July 15, 2012, posted on the City's utilities page; they are current today but end December 31, 2026. The City's Council presentation for Resolution 30-2026 proposes, from January 1, 2027: 3/4-inch base $14.89, a flat $1.67 per HCF, single-family sewer $85.87, rising each January through 2031. News reports (Action News Now) say Council approved the rates 4-1 on October 6, 2026; the City's Legistar record we could read still showed no recorded vote or adopted schedule, so the 2027 figures are not stored as the bill until the adopted schedule is posted.
- Garbage: Green Waste of Tehama's October 1, 2026 Red Bluff rate sheet, quarterly price divided by 3. Recycle and yard-waste carts are extra rentals and are not included.
- Electricity: PG&E E-1 tiered rates, $0.79343 a day base services charge, baseline from territory R (Tehama, under 2,500 feet) weighted 4 summer and 8 winter months; typical use is PG&E's EIA residential average. Gas: PG&E G-1 plus the non-CARE public purpose surcharge. Insurance is the statewide 2022 average; no newer official NAIC or CDI California figure was found.
- Not included: a Tehama County Mosquito and Vector Control District benefit assessment, if it is on your tax bill. The district's board agendas show only total assessment revenue and its engineer's reports were not posted where we could find them, so no per-parcel amount is published that we could confirm.
- Nothing here is legal, tax or insurance advice.

| Total | $9,034 | $14,432 | lower than 272 of the other 284 California cities we cover |
Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
