How these numbers are made
  • Water: City of Milpitas rate schedule for 7/1/2026: 5/8-inch meter $43.35 bi-monthly = $21.68 a month; volumetric $8.67 + capital surcharge $1.33 = $10.00 per CCF (single rate). Typical use 7 CCF a month is half the 14 CCF per bi-monthly bill in the city's sample bill.
  • Sewer: single-family flat charge $144.49 bi-monthly (7/1/2026 column) = $72.25 a month; the 2023-2027 schedule came from the city's rate study and I did not find a later amended schedule.
  • Tax: 2025-26 rates for tax rate area 012-001 (total 1.1389% incl. state water project), the Milpitas area in the county rate book that has the common Milpitas Unified and San Jose-Evergreen district bonds. Other Milpitas areas differ slightly. Parcel taxes: Milpitas Unified Measures E ($84) and Q ($119), Valley Water, vector control and Measure AA; other direct charges may exist.
  • Value: the Census median ($1,251,700, market value); under Prop 13 assessed values are usually lower, so enter yours.
  • Garbage: Milpitas Sanitation 2026 curbside quarterly rate / 3 for the 26-gallon default. Electricity and gas: PG&E E-1 with SVCE generation swapped in, as for neighboring Silicon Valley Clean Energy cities; PG&E G-1 plus surcharge. Insurance is a 2022 statewide figure.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
