How these numbers are made
- Individual bills are confidential in California, so we calculate yours from public rates and what you tell us.
- Water: Monte Vista Water District 2026 rates (effective January 1, 2026): a $61.85 Readiness-to-Serve charge for a 3/4" meter billed every other month (about $30.93 a month), $2.77 per unit (CCF) in Tier 1, the indoor budget (4 people x 52.5 gallons x 30.4 days, about 8.54 CCF a month), and $4.99 per CCF in Tier 2, the outdoor budget, which depends on lot size and the season; use above Tier 2 is priced at Tier 3 and Tier 4 rates ($5.79 and $6.92), which we do not model. The District publishes no typical household use, so the page starts at 9 CCF a month. Some Montclair addresses may be served by another water provider; the City's utility page names Monte Vista Water District.
- Trash and sewer: the City's published bill for single-family homes is $77.42 trash and $86.24 sewer for each two-month bill, $38.71 and $43.12 a month; sewer is a flat charge, not tied to water use.
- Property tax: the countywide 1% plus Ontario-Montclair Elementary, Chaffey Union High School, Chaffey Community College and Metropolitan Water District rates from San Bernardino County's 2026-27 rates, less the $7,000 homeowners' exemption, applied to the value you enter. The starting value is the Census median market value; under Prop 13 a home's assessed value can be far lower. Mello-Roos or other special taxes depend on the neighborhood and are not included.
- Electricity: SCE Domestic plan, rates as of 10/1/26, at 523 kWh; the page uses one blended rate of 34.5¢ per kWh, the midpoint of Tier 1 (30¢) and Tier 2 (39¢), because the baseline allowance depends on the home; fixed charge is the 79¢ daily Base Services Charge. Gas: SoCalGas Schedule GR; the page uses one blended rate of $1.6236 per therm, the midpoint of the baseline (138.518¢) and non-baseline (186.202¢) rates, plus the 16.438¢ daily customer charge. Insurance: the California statewide average homeowners premium for 2022. Mello-Roos or other special taxes depend on the neighborhood and are not included.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
