Ways to pay less

Nothing here applies to every house automatically. These are worth checking:

  • Income-qualified households: PG&E CARE or FERACARE: 30–35% off electricity

California electric corporations with 100,000+ customer accounts offer a 30–35% CARE discount on electricity for income-qualified households; FERA applies an 18% discount for incomes slightly above the CARE limit.

How: Apply with PG&E; application forms are also available through community agencies.

  • 100% disabled veterans: property tax exemption$100,000+ off assessed value

The basic Disabled Veterans' Exemption, also called the $100,000 exemption, is for a veteran rated 100% disabled from service (or an eligible unmarried surviving spouse) on their principal residence, and is compounded annually by an inflation factor; a larger low-income exemption (the $150,000 exemption) is for claimants under a household income limit.

How: File form BOE-261-G, Claim for Disabled Veterans' Property Tax Exemption, with the county assessor.

How these numbers are made
  • Property tax: 1% general rate plus the 2025-26 Rocklin Unified bond rate (0.081990%) from Placer County; other overlapping bond or special-district rates for specific tax rate areas were not verified. Placer's earlier tax-rate tables also list a Sierra Joint Community College bond for the Rocklin area; the 2025-26 sheet could not be read, so it is not included and the total may be low by roughly 0.01 point.
  • Garbage uses the toter-only price from Rocklin's July 2024 to June 2025 Recology rate sheet; the City approved later increases (June 2026) that are not included, so the real bill is at least this amount.
  • Water uses PCWA's 2026 treated-water residential rates published for its Western Water System (Zone 6); whether Rocklin addresses pay these (Zone 1 vs Zone 6) was not confirmed, and part of Rocklin may get Roseville water. Tiers of 900 and 2,800 cubic feet are shown as 9 and 28 CCF; the 9 CCF default is a modelling choice.
  • Sewer is SPMUD's $42.53 monthly charge per equivalent dwelling unit; the district bills quarterly. The district's page also shows $44.66 from July 1, 2027.
  • Electric and gas use PG&E E-1 and G-1 with year-round weighted baselines for territory S.
  • Modelling: PCWA covers only part of Rocklin (a small part gets Roseville water) and its rate page does not name Rocklin addresses, so water rates are not confirmed for every address. Gas shown is PG&E's published tariff; PG&E's Gas Service Territory map lists ROCKLIN (ZIP 95677, 95765) in its PLACER county table, under the note that PG&E supplies gas service in the listed ZIP Codes.
  • Gas: PG&E's Gas Service Territory map (GAS_MAPS_Service_Area_Map.pdf) lists ROCKLIN, ZIP 95677 and 95765, in the PLACER county table.
  • Nothing here is legal, tax or insurance advice.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.

Each one starts from a number above. Any candidate can answer them.

1. Property tax rate

The fact: Rocklin's property tax rate is 1.08%, lower than 228 of the other 284 California cities we cover. The rate adds up every agency on the bill, not only the city.

Ask: "Property tax in Rocklin is 1.08%, lower than 228 of the other 284 California cities we cover. What should that money pay for first, and would you change anything about how it is set?"
