How these numbers are made
  • Water, sewer and trash: the City's adopted 2026/27 column in the 2025 rate study (water 1-inch meter $31.63, $1.72 and $2.49 per hcf; sewer $33.81 plus $1.41 debt service; trash $36.74 a set). The adopted table starts at a 1-inch meter, the smallest listed.
  • Water starting use is 16 hcf a month, the study's average single-family use; at that use the first tier covers up to 18 hcf.
  • Meter install and retrofit charges of $2.44 a month apply to customers whose meters were retrofitted in 2014 and 2015; they are not included.
  • Storm drain is the current $4.04 a month for an average 7,800 sq ft lot ($2.61 capital plus a per-square-foot operating charge); the study's higher proposed rates were not adopted.
  • Property tax: Madera County rate book, tax rate area 001-001 (1.092939%), less the $7,000 homeowners' exemption. The 2026-27 book was not yet posted.
  • Energy: PG&E E-1 and G-1 with baselines weighted by season (electric 4 summer and 8 winter months; gas 7 summer, 3 off-peak and 2 on-peak months). Typical use is the EIA 2024 PG&E residential average. Insurance is the 2022 California average.
  • Gas: G-1 has a per-therm procurement and transportation charge and a minimum transportation charge; no separate fixed monthly charge is modelled.
  • Gas: Chowchilla (ZIP 93610) is on PG&E's gas service area ZIP list, so schedule G-1 applies. Rate-book header (2025-26 columns) maps Current=2025/26, so the extra toter in 2026/27 is $20.45 (third value).

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
