How these numbers are made
- Garbage: Recology Vallejo rates effective January 1, 2026 from its Winter 2026 newsletter: $50.56 (32-gallon), $82.02 (64-gallon) and $113.49 (96-gallon) a month; weekly recycling and organics carts are included. No 20-gallon option is listed.
- Water: the City's water rates are in Vallejo Municipal Code 11.48.020, which cannot be read online without JavaScript. We used the last schedule we could find, Ordinance 1818 N.C. (2d), whose rate steps end July 1, 2023: $58.92 bi-monthly service charge (÷2 for a month), $4.76 per unit up to 7 units a month and $6.75 above that. We found no later increase, but could not confirm none was adopted, so current bills may be higher. We treat a billing 'unit' as one hundred cubic feet. No published typical use was found, so the page starts at 9 ccf a month.
- Sewer: the Vallejo Flood and Wastewater District, not the City, bills sewer, storm drain and upper lateral fees on the property tax bill: $1,240.56 a year sewer (FY 2026-27), plus $28.80 upper lateral and $1.97 a month ($23.64 a year) storm drain for a standard lot, which are listed under tax-bill charges.
- Property tax: Solano County 2026–27 rates: 1% general levy, 0.073981% Vallejo USD bonds (five issues), 0.025207% Solano Community College bonds (nine issues) and 0.02% Solano County Water Agency State Water Project, 1.119188% in all, less the $7,000 homeowners' exemption. We did not find the county's rate sheet by tax rate area for Vallejo and assume this common combination; check your own bill. The starting value is the Census ACS 2020-2024 median market value ($589,500); under Prop 13 an owner who bought years ago has a lower assessed value and pays less. Vallejo also has a 7.5% utility users tax on electricity and gas.
- Electricity and gas: PG&E E-1 (June 1, 2026) and G-1 plus public purpose surcharge (Oct. 1, 2026), as in nearby Benicia, assuming the same baseline territory; Vallejo is in MCE's service area, so MCE generation is the default and a bill may differ from what is shown. Typical use is PG&E's 2024 residential average (EIA) and California's 2024 residential gas average (EIA). Insurance is the 2022 California average homeowners premium (NAIC via III).
- Water: no adopted schedule after the 2019 Prop 218 notice was found; rates after July 1, 2023 may be higher.

How Vallejo compares
A typical Vallejo house against the 285 California cities we cover, using the same default numbers as the total above.
| Per year | Vallejo | Median | Where it falls |
|---|---|---|---|
| Property tax rate | 1.12% | 1.13% | lower than 160 of the other 284 California cities we cover |
| Water | $915 | $927 | lower than 146 of the other 284 California cities we cover |
| Trash | $607 | $452 | higher than 214 of the other 267 California cities we cover |
| Electricity and gas | $3,630 | $3,421 | higher than 215 of the other 284 California cities we cover |
| Home insurance | $1,492 | $1,492 | lower than 1 of the other 272 California cities we cover |
| Total | $14,457 | $14,432 | higher than 143 of the other 284 California cities we cover |
Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
Questions to ask your candidates
Each one starts from a number above. Any candidate can answer them.
1. Trash
The fact: Trash pickup here costs about $607 a year for the standard cart, higher than 214 of the other 267 California cities we cover. Where trash is billed through the tax bill or a separate hauler, it is not counted here.
Ask: "Trash pickup here costs about $607 a year for the standard cart, higher than 214 of the other 267 California cities we cover. What drives that cost, and would you change anything about the service or the price?"
2. Electricity and gas
The fact: Electricity and gas for a typical house here cost about $3,630 a year, higher than 215 of the other 284 California cities we cover. Rates are set mostly by the utility and the state.
Ask: "Electricity and gas here cost about $3,630 a year for a typical house, higher than 215 of the other 284 California cities we cover. Which parts of that can the city influence, and what would you do about them?"
