How these numbers are made
- Garbage: the City's multi-cart refuse rates effective April 1, 2026 through March 31, 2027; 64-gallon cart used as the default.
- Water and sewer: the City's Revised July 2026 fee schedule: water $23.92 base for a 3/4-inch meter plus $1.04/$1.45/$1.79 per CCF (tiers 0-11, 11-30, over 30 CCF); sewer $31.24 plus $3.31 per CCF. We assume a metered home (some Lodi homes are still on flat unmetered rates).
- Property tax: San Joaquin County's 2026-27 rates for tax rate area 099-002, the Lodi Unified area with the most parcels among those without the 2006 Measure L school facilities bond; areas with that bond (e.g. 003-385) pay 1.0916% instead of 1.0623%. We could not confirm from a published list which tax rate areas lie inside city limits.
- Electricity: Lodi Electric Utility residential rates in the City's summary effective July 1, 2024, with the $0.0003 state energy tax added to each tier; tier limits are the average of the winter and summer limits. The monthly Energy Cost Adjustment (ECA) is not included; the City posts it monthly (recent months ran roughly $0.015-$0.062 per kWh), so actual bills are higher or lower.
- Gas, insurance and typical use: PG&E G-1 gas rates and EIA/III figures as in neighboring San Joaquin County cities; typical kWh is the EIA residential average for PG&E customers.

How Lodi compares
A typical Lodi house against the 285 California cities we cover, using the same default numbers as the total above.
| Per year | Lodi | Median | Where it falls |
|---|---|---|---|
| Property tax rate | 1.06% | 1.13% | lower than 252 of the other 284 California cities we cover |
| Water | $399 | $927 | lower than 272 of the other 284 California cities we cover |
| Sewer and utility-bill fees | $732 | $596 | higher than 127 of the other 196 California cities we cover |
| Trash | $680 | $452 | higher than 236 of the other 267 California cities we cover |
| Electricity and gas | $2,100 | $3,421 | lower than 281 of the other 284 California cities we cover |
| Home insurance | $1,492 | $1,492 | lower than 1 of the other 272 California cities we cover |
| Total | $10,562 | $14,432 | lower than 246 of the other 284 California cities we cover |
Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
