How these numbers are made
  • Garbage: South San Francisco Scavenger's published monthly rate for each cart size (billed quarterly, so the quarterly invoice is three times the monthly rate).
  • Water: the City's adopted rates effective July 1, 2026: $34.35 monthly fixed charge for a 3/4-inch meter and one $15.42 per ccf quantity rate for all use; the City's typical single-family home is 6 ccf a month. The City can pass through SFPUC wholesale increases above $7.00 per ccf.
  • Sewer: $78.82 fixed per month plus $7.87 per ccf (July 1, 2026). The City bills the variable charge on the lesser of actual use and the average winter demand; we apply it to all modelled use, so a household using more than its winter average is shown slightly high.
  • Property tax: San Mateo County 2025-26 rate book, Millbrae tax rate areas 014-002 through 014-008 (1% general tax, Library bond 0.0092%, Millbrae Elementary bonds 0.0571%, San Mateo Union High bonds 0.0420%, college bonds 0.0180%: 1.1263% in all) less the $7,000 homeowners' exemption, plus two flat charges on the bill: the $12 Measure AA and the $125 Millbrae School District Measure A parcel taxes (seniors can apply for an exemption from Measure A). Starting value is the Census median market value; Prop 13 assessed values are usually lower.
  • Electricity and gas use PG&E E-1 and G-1 rates with WestLight Energy generation (same as neighboring San Mateo County cities); insurance is the 2022 California statewide average premium.
  • Nothing here is legal, tax or insurance advice.
