How these numbers are made
  • Individual bills are confidential in California, so we calculate yours from public rates and what you tell us.
  • Water: Victorville Water District (EPA system CA3610052), single-family rates from the District's schedule for July 1, 2024 – June 30, 2026 (the 7/1/25-6/30/26 column): $0.80 per HCF for the first 6 HCF and $2.44 above, plus the $25.81 monthly availability charge for ¾-inch service. I found no schedule for July 1, 2026 onward, so these may have risen; the City publishes no typical use, so the page starts at its default. The separate fire availability charge applies only to fire-suppression-only connections and is not included.
  • Sewer: $73.31 a month flat for a single-family home, the 7/1/26-6/30/27 column of the City's schedule effective February 1, 2025 – June 30, 2028. Trash: the 95-gallon trash cart with 65-gallon recycling and organics carts is $51.49 a month for FY 2026/27 in Exhibit A of Resolution 23-076 (annual July 1 adjustments); the sources I could read do not say whether it is billed on the City utility bill or the tax bill, so it is counted as a monthly bill charge and not on the tax bill. Smaller cart sizes exist but their rows could not be read.
  • Property tax: San Bernardino County 2026-27 rates: the 1% general levy plus Victor Elementary (0.0502%), Victor Valley Joint Union High School (0.0903%) and Victor Valley Community College (0.0208%) bonds and Mojave Water Agency No. 2 (0.055%), about 1.2163% in total, less the $7,000 homeowners' exemption. Victor Elementary is assumed to be the school district for most Victorville homes; other districts (Snowline, Apple Valley Unified) cover edges of the city. Victorville is served by the Victorville Fire Protection District, which the County's FP-5 zone excludes, so no County fire charge is added. Not included: the Mojave Water Agency's 0.1125% land-only levy and parcel-specific charges (Mello-Roos, lighting or maintenance districts). The starting value is the Census median market value; under Prop 13 assessed value can be far lower.
  • Electricity: SCE serves most of Victorville; Victorville Municipal Utility Services serves a defined area. We use SCE's TOU-D-4 rate with SCE generation from SCE's joint rate comparison for Baseline Region 14 ($0.37830 per kWh, rates as of June 1, 2026, $249.30 at 659 kWh, a year-round average), assuming Victorville is in the same region as the High Desert town of Apple Valley, plus the $24.15 monthly Base Services Charge. A community choice program may apply; check your bill.
  • Gas: Southwest Gas Schedule GS-10, effective October 1, 2026 ($5.75 a month, $2.35304 per therm up to the baseline and $2.56948 above). The baseline uses the tariff's Victorville zone allowances averaged over the year (about 34 therms a month). The page starts at 37 therms, Southwest Gas's average Southern California non-CARE use. Insurance starts at the 2022 California average.
