How these numbers are made
- Property tax: the county's FY 2025-26 composite rate for Foster City tax rate area 020-004, 1.1456% (1% general tax, Foster City GO bond 0.0285%, San Mateo-Foster City School District bonds 0.0571%, San Mateo Union High bonds 0.0420%, college bonds 0.0180%), less the $7,000 homeowners' exemption. Other Foster City tax rate areas list their own composite rates. Flat charges: school parcel taxes Measures B ($143.67) and V ($368.52) as the district lists them for 2027-28 (its page shows no 2026-27 amounts, so the flat charges may be somewhat overstated for this year), and Measure AA ($12).
- The starting value is the Census ACS 2020-2024 median value of owner-occupied homes in Foster City ($1,838,200); an owner who bought years ago has a lower assessed value under Prop 13.
- Water: Estero Municipal Improvement District FY 2027 rates (from July 1, 2026): meter charge $33.80 a month for a 3/4-inch meter; single-family tiers $7.02 per ccf for the first 20 ccf per two months (10 ccf a month) and $7.79 over that, each plus the $0.42 per ccf FY 2027 pass-through; the default is 8 ccf a month, the use the district's rate study calls common. Wastewater: the flat $136.16 a month single-family rate.
- Garbage: the city's single-family rates effective 1/1/2026. The city's rates page does not say who sends the bill, so the page does not state one.
- Electricity and gas use PG&E E-1 and G-1 rates with WestLight Energy generation, as for neighboring San Mateo County cities; insurance is the 2022 California average premium. The 2022 insurance average is the newest state figure found and is likely lower than today's premiums.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
