How these numbers are made
  • Property tax uses Cook County's 2025 rates (percent per $100 of equalized assessed value) for the most common Wheeling combination: Wheeling Township, Wheeling CCSD 21, High School District 214, Harper College, Wheeling Park District and Indian Trails Library; the sum is 9.93, above the Clerk's 9.755 composite average for the village because that average includes lower-rate parts of Wheeling (Prospect Heights SD 23, River Trails Park District, Prospect Heights Library, Forest River Fire District). Special Service Areas are listed at 0.0000.
  • The starting value is the Assessor's $429,000 Wheeling Township median estimate x 10% x the 3.0300 state factor = $129,987, minus the $10,000 homeowner exemption.
  • Water 2026: $8.14 and sewer $2.01 per 1,000 gallons, both with a 3,000 gallon minimum per bimonthly bill; the $1.35 monthly SWANCC fee and $4.50 monthly stormwater fee ($2.70 and $9.00 per two-month bill) are shown monthly. Cook County sanitary sewer costs of the Metropolitan Water Reclamation District are in the tax rate.
  • Garbage uses WM's single-family rate for June 2026 to May 2027 ($24.27 per month, billed by WM every three months). Typical water use is not published by the village, so the page's default is used.
  • Electricity is ComEd's 2026 delivery rates plus the non-summer supply price to compare; summer supply is higher. Gas is Nicor Rate 1 plus the October 2026 supply cost. Not included: the Village's gas and electricity use taxes. The Village's 2011 revenue manual (wheelingil.gov/Archive/ViewFile/Item/115, Ch. 4.11 and 4.15) lists a gas use tax of 2.4 cents per therm and a tiered electric use tax starting at 0.457 cents per kWh. Its rate columns date from 2002 and 2007, and the current Municode text could not be loaded (403), so no current rate is confirmed and nothing is added to the bill. Also not included: homeowners insurance (no official premium survey found) and electric aggregation supply differences.
  • Nothing here is legal, tax or insurance advice.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
