How these numbers are made
- Property tax uses Cook County's 2025 agency rates for tax code 21034 (Village of Western Springs, School District 101, Lyons Township High School District 204, College of DuPage, Western Springs Park District; total 7.878482 per $100 of equalized assessed value). Other codes, such as School District 106 parcels, differ. The Village's rate combines its general and library levies. Forest Preserve, elections, Lyons Township, road and bridge and mosquito abatement are grouped as other districts. Trash is billed by LRS, not on the tax bill.
- The starting value is the Census median value of owner-occupied homes in Western Springs ($739,400, 2020-2024) times 10% times the 2025 Cook County equalization factor 3.0300; the $10,000 Homeowner Exemption comes off it.
- Water and sewer: one combined rate of $14.00 per 1,000 gallons, billed every other month with a $56.00 minimum (equal to 4,000 gallons) and a $10.00 capital maintenance fee per bill. Per month this is a $28 minimum (the first 2,000 gallons) plus $5, and $14 per 1,000 gallons above 2,000. The Village's rate review gives 4,000 gallons a month as the average residential use. The Village proposed an increase for January 2027 (about $16.05 more a month at that use); it is not included. The stormwater fee uses the middle tier most single-family homes fall in; the two other tiers differ.
- Garbage uses LRS's 2026 curbside monthly rates for 35, 65 and 95-gallon carts (garbage and recycling). Backdoor service costs more, and yard waste carts (May-Nov) are extra; neither is included.
- Electricity: ComEd delivery charges plus the October 2026 price to compare, plus the ComEd municipal tax addition for Western Springs (0.581 cents per kWh for the first 2,000 kWh) and the state tax addition (0.330 cents). Gas: Nicor Rate 1 plus the October 2026 supply cost and riders, raised by the 5.15% utility tax Nicor lists for Western Springs, applied to per-therm charges only. Optional TotalGreen is not included.
- Not included: homeowners insurance (no official Illinois premium survey for Western Springs was found).

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
