How these numbers are made
- Property tax uses Madison County's 2025 rates (payable 2026) for tax code 056 (City of Troy, Troy Fire, Tri-Township Park and Library, Triad CUSD 2): nine bodies, 6.9189 per $100 of EAV. Other codes (outside the city fire district, TIF) are not modelled.
- Starting value is one third of the Census median value ($268,000 / 3); the $6,000 general homestead exemption comes off it.
- Water (in-town, May 2026 schedule): $18.61 covers the first 2,000 gallons; then $6.98 per 1,000 gallons to 11,000 and $5.43 above (the city lists 0.00698 and 0.00543 per gallon). Sewer: $15.77 for the first 2,000 gallons of water used plus $7.17 per 1,000 gallons above.
- Trash: the 2020 Republic contract sets $20.41 per household from May 1, 2021, raised 3% each May 1 from 2022; $23.66 is $20.41 raised five times (May 2022-May 2026). The city has not published the current figure; it is billed by the city, with water.
- Electric: Homefield supply 12.99 cents/kWh (June 2026 - May 2027) plus Ameren Illinois non-summer delivery per kWh and the customer and meter charges, all twelve months. Typical kWh = EIA 2024 Ameren Illinois residential average. Customers may opt out. Gas is not modelled.

How Troy compares
A typical Troy house against the 132 Illinois cities we cover, using the same default numbers as the total above.
| Per year | Troy | Median | Where it falls |
|---|---|---|---|
| Property tax rate | 6.92% | 8.23% | lower than 114 of the other 131 Illinois cities we cover |
| Water | $620 | $872 | lower than 108 of the other 131 Illinois cities we cover |
| Sewer and utility-bill fees | $596 | $535 | higher than 74 of the other 123 Illinois cities we cover |
| Trash | $284 | $283 | higher than 64 of the other 127 Illinois cities we cover |
| Electricity and gas | $1,959 | $2,163 | lower than 87 of the other 131 Illinois cities we cover |
| Total | $9,225 | $11,701 | lower than 109 of the other 131 Illinois cities we cover |
Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
