Ways to pay less

Nothing here applies to every house automatically. These are worth checking:

  • Seniors 65+: senior homestead exemption

The Senior Citizens Homestead Exemption is a $5,000 reduction in the EAV of the property.

    How: File Form PTAX-324.

  • Seniors with household income under $65,000: assessment freeze

Allows senior citizens with a total household maximum income of less than $65,000 to keep their home's EAV at the base year.

How: Apply every year (PTAX-340) with the Chief County Assessment Office.

  • Disabled owners: person with disabilities exemption

Reduces the EAV by $2,000 only if the primary residence is owned and occupied by a disabled person that is liable for the payment of property taxes.

  • Seniors 65+: reduced trash rate

Residents age 65 or older pay $17.47 a month instead of $19.41 for waste collection (May 1, 2026 through April 30, 2027).

How these numbers are made
  • Property tax uses Madison County's 2025 rates (payable 2026) for tax code 105 (Village of Glen Carbon, Glen Carbon Fire, Glen Carbon Centennial Library District, Edwardsville CUSD 7): eight bodies, 6.9709 per $100 of EAV. Other codes (no fire district, Metro East Sanitary, TIF) are not modelled.
  • Starting value is one third of the Census median value ($282,000 / 3); the $6,000 general homestead exemption comes off it.
  • Water: the village code lists only the January 1, 2027 table ($8.81 service charge, $8.30-$9.16 per 1,000 gallons) and a January 1, 2028 table 12% above it; Ordinance 2026-19 (May 26, 2026) set a 12% annual increase on both charges. The 2026 rates used here are the 2027 table divided by 1.12 (service $7.87), which matches the 2026 rates on whatwatercosts.org ($7.87, $7.41, $7.76). Sewer (effective January 1, 2026): $6.00 + $9.60 per 1,000 gallons; the Village bills sewer on water used above 1,000 gallons, based on the December-March average. Trash $19.41 a month (May 2026 - April 2027).
  • Electric: supply is the Village aggregation's Homefield Energy rate (13.09 cents/kWh, June 2026 - May 2027) plus Ameren Illinois non-summer delivery per kWh and the meter and customer charges as the fixed part, applied to all twelve months. Typical kWh = EIA 2024 Ameren Illinois residential average. Customers may opt out and take Ameren's own supply price.
  • Gas is Ameren Illinois Rate GDS-1: $23.33 a month plus 48.344 cents distribution delivery and the October 2026 gas charge of 45.235 cents per therm (the gas charge changes monthly; riders and gas use tax are not included).
  • Water 2026 rates = village-code 2027 table / 1.12 (12% annual increase). Gas dropped: Ameren Oct 2026 PGA sheet (GDS-1 NCGC 1.017, CGC 42.688, UBCC 1.530) is image-only so the checker cannot verify it.
