How these numbers are made
- Property tax uses DuPage County's 2025 final rates for tax code 8043 (City of Naperville in Lisle Township with Unit School District 203, the code with the most parcels among Naperville's tax codes; total 5.8361 per $100 of equalized assessed value). Homes in District 204 (code 7030, 5.8963) and Naperville Township (code 7025, 5.8307) pay similar totals. Special Service Area charges apply only in some neighborhoods and are not included.
- The starting value is one third of the Census median market value ($540,200 / 3), because Illinois taxes equalized assessed value (about one third of market value). The $8,000 general homestead exemption comes off that value.
- Water 2026: $11.69 customer charge plus $1.38 capital charge a month, and $7.46 per HCF (retail delivery $3.06 plus DuPage Water Commission wholesale $4.40, effective May 1, 2026). Wastewater 2026: $13.37 customer charge plus $2.48 phosphorus surcharge, and $3.82 per HCF. Typical use is the City's 750 cubic feet a month.
- Electricity is the City's 2026 residential rate ($21.52 and $0.11968 per kWh). The monthly Purchased Power Adjustment changes every month and is not included. Gas is Nicor Gas Rate 1: $21.30 a month plus 24.44 cents distribution and the October 2026 gas supply cost of 33 cents per therm; Nicor riders and any gas use tax are not included, and gas supply cost changes monthly.
- Garbage is the City's flat 2026 fee of $15.70 a month for garbage and recycling. Not included: homeowners insurance (no official premium survey was found), special service areas, and ComEd-served homes in unincorporated areas.
- Not included: the City's municipal electric and water taxes and the State tax addition (220 ILCS 5/9-222) that appear as separate lines on Naperville utility bills; their rates could not be confirmed from an official source on 2026-10-30 (city site pages returned 404, Municode is behind Cloudflare, paid fetch cap reached).

How Naperville compares
A typical Naperville house against the 132 Illinois cities we cover, using the same default numbers as the total above.

|---|---|---|---|
| Property tax rate | 5.84% | 8.23% | lower than 125 of the other 131 Illinois cities we cover |
| Water | $828 | $872 | lower than 71 of the other 131 Illinois cities we cover |
| Sewer and utility-bill fees | $534 | $535 | lower than 62 of the other 123 Illinois cities we cover |
| Trash | $188 | $283 | lower than 110 of the other 127 Illinois cities we cover |
| Electricity and gas | $1,940 | $2,163 | lower than 91 of the other 131 Illinois cities we cover |
| Total | $13,532 | $11,701 | higher than 98 of the other 131 Illinois cities we cover |
Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
