How these numbers are made
  • Property tax uses Cook County's 2025 agency rates for tax code 21078 (Village of Justice, Indian Springs School District 109, Community High School District 217, Justice Park District, Justice Public Library District, Roberts Park Fire Protection District; total 10.924005 per $100 of equalized assessed value), the code with the most single-family parcels in Justice in the county's parcel data.
  • Water is the Justice-Willow Springs Water Commission residential rate, billed every other month: $80.40 for the first 6,000 gallons (stored as $40.20 and 3,000 gallons a month), then $13.40 per 1,000 gallons. Sewer ($11.00 monthly flat; the 4,000-gallon minimum usage is $1.20, which equals 4,000 gallons at $0.30 per 1,000, so $0.30 is applied to all gallons) and refuse ($24.86 a month from September 1, 2026) are on the village's chapter 13 fee schedule and billed by the village every two months.
  • Electricity: ComEd delivery charges plus the October 2026 price to compare, plus the 0.587 cents per kWh village electricity tax on the first 2,000 kWh listed in ComEd's Rider TAX filing (a 2017 filing, the most recent table found), folded into the per-kWh rate. Gas is Nicor Rate 1 with the October 2026 supply cost of 33 cents per therm (set monthly, will drift) plus the per-therm riders 3, 5, 12, 30, 38 and monthly riders 1, 2, 26 and 42, and the 5.15% municipal charge Nicor lists for Justice, folded in.
  • Typical use is the Illinois average residential use from EIA. Starting value uses the Assessor's Lyons Township median ($346K) at 10% times the 2025 factor 3.03. Part of Justice's water customers are outside the village in Willow Springs.
  • Not included: homeowners insurance.
  • Nothing here is legal, tax or insurance advice.

How Justice compares

A typical Justice house against the 132 Illinois cities we cover, using the same default numbers as the total above.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.

Questions to ask your candidates

Each one starts from a number above. Any candidate can answer them.

1. Property tax rate

The fact: Justice's property tax rate is 10.92%, higher than 121 of the other 131 Illinois cities we cover. The rate adds up every agency on the bill, not only the city.

Ask: "Property tax in Justice is 10.92%, higher than 121 of the other 131 Illinois cities we cover. What should that money pay for first, and would you change anything about how it is set?"

2. Sewer and utility-bill fees

The fact: Sewer and flat utility-bill charges here come to about $156 a year, lower than 109 of the other 123 Illinois cities we cover. Some cities bill sewer on the property tax bill instead, which is not counted here.

Ask: "Sewer and flat utility-bill charges here cost about $156 a year, lower than 109 of the other 123 Illinois cities we cover. What drives that cost, and would you change anything?"

3. Electricity and gas

The fact: Electricity and gas for a typical house here cost about $2,291 a year, higher than 112 of the other 131 Illinois cities we cover. Rates are set mostly by the utility and the state.

Ask: "Electricity and gas here cost about $2,291 a year for a typical house, higher than 112 of the other 131 Illinois cities we cover. Which parts of that can the city influence, and what would you do about them?"
