How these numbers are made
  • Property tax uses Cook County's 2025 rates (percent per $100 of equalized assessed value) for Palatine Township with Community Consolidated School District 15, High School District 214, Harper College, the Rolling Meadows Park District and the city library fund; the sum is 9.04, near the Clerk's 9.1217 composite for the city. Parts of Rolling Meadows lie in Elk Grove, Schaumburg or Wheeling townships or Districts 25, 54 or 59 and pay different rates.
  • The starting value is the Assessor's $431,000 Palatine Township median estimate x 10% x the 3.0300 state factor = $130,593, minus the $10,000 homeowner exemption. It is a township-wide figure, not a Rolling Meadows one.
  • Water: $7.50 monthly access fee plus tiered usage rates per 1,000 gallons; sewer: $4.50 monthly access fee plus $3.92 per 1,000 gallons (the 5,001 to 15,000 gallon tier, where typical use mostly falls; the first 5,000 gallons cost $3.84). The stormwater fee is $7.27 per unit per month and one unit is assumed for a single-family house. The city bills water, sewer, stormwater and garbage together monthly.
  • Garbage uses the $21.18 monthly rate that applies from the November 1, 2026 bill, down from $32.50.
  • Electricity is ComEd's 2026 delivery rates plus the Price to Compare plus the City's Municipal Electric Use Tax at 0.61 cents per kWh on the first 2,000 kWh a month. Gas is Nicor Rate 1 plus the October 2026 supply cost plus the City's five cents per therm gas use tax. Not included: homeowners insurance (no official premium survey found).
  • Nothing here is legal, tax or insurance advice.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
