How these numbers are made
- Property tax uses Cook County's 2025 agency rates for tax code 20032 (Cook County, Village of River Grove, School District 85½, Leyden High School District 212, Triton College, River Grove Public Library District, MWRD; total 10.289391 per $100 of equalized assessed value). Leyden Township, road and bridge, consolidated elections and the Forest Preserve are grouped as other districts. Other River Grove tax codes use School District 84½, Elmwood Park Unit 401 or Proviso high school, and some add the Veterans Park District.
- The starting value is the Census median value of owner-occupied homes ($241,800, 2020-2024) times 10% times the 2025 Cook County equalization factor 3.0300; the $10,000 Homeowner Exemption comes off it. It is a market median converted to assessed value, not an assessor figure.
- Water is the Village's residential rate of $13.50 per 1,000 gallons plus the $2.77 per 1,000 gallon lead water service line replacement rate, converted to ccf (x 0.748). Sewer is 15% of that water charge; the Village does not say whether the lead rate is inside the "water bill" the 15% applies to, so it is included. The Village publishes no typical use.
- Garbage is $23.45 a month for the 95-gallon refuse cart; the Village page also describes recycling and yard waste service and does not list a separate recycling price. The Residential Services page is undated.
- Electricity: ComEd delivery charges plus the October 2026 price to compare, the state first-2,000-kWh excise addition, and River Grove's first municipal tax block (0.604 cents per kWh, the first column of ComEd's municipal table). Gas: Nicor Rate 1 plus October 2026 supply cost; River Grove has no entry in Nicor's Rider 8 municipal tax list. Not included: homeowners insurance (no official Illinois premium survey for River Grove was found).

How River Grove compares
A typical River Grove house against the 132 Illinois cities we cover, using the same default numbers as the total above.
| Per year | River Grove | Median | Where it falls |
|---|---|---|---|
| Property tax rate | 10.29% | 8.23% | higher than 113 of the other 131 Illinois cities we cover |
| Water | $1,314 | $872 | higher than 116 of the other 131 Illinois cities we cover |
| Sewer and utility-bill fees | $197 | $535 | lower than 103 of the other 123 Illinois cities we cover |
| Trash | $281 | $283 | lower than 65 of the other 127 Illinois cities we cover |
| Electricity and gas | $2,228 | $2,163 | higher than 76 of the other 131 Illinois cities we cover |
| Total | $10,531 | $11,701 | lower than 86 of the other 131 Illinois cities we cover |
Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
