How these numbers are made
- Property tax adds the 2025 rates for St. Clair County tax code 07025 (Wolf Branch School District 113 and Belleville Township High School 201 with the Village of Swansea; the largest Swansea code by value): 7 bodies, 7.9462 per $100 of assessed value. Swansea also has TIF districts that do not change this rate.
- Starting value is one third of the Census median ($223,600 / 3) because assessed value is one-third of market value; the general homestead exemption comes off it. Other Swansea tax codes (Whiteside, High Mount or Franklin elementary) have different school rates, and actual assessed values may differ from this model.
- Water: Illinois American Water Central schedule, 5/8-inch meter $25.29 plus the $7.49 public fire protection charge, with the 5.15% Swansea municipal tax addition, plus $0.09 per invoice and the $0.40 Swansea 5/8-inch meter-based franchise fee; use charge $1.20026 per 100 gallons converted to CCF (x7.48) with the 5.15% addition. Water rider percentages (QIP 0.86%, ICT -0.0322%, 0.1% gross receipts) are not modeled.
- Sewer: village-billed every 2 months; $29.01 per billing period converted to $14.505 a month, plus $2.90 per CCF of water used.
- Garbage: Republic Services, $19.47 a month for trash and recycling from May 1, 2026, billed quarterly; yard waste is extra and not included. Electric and gas use Ameren Illinois rates as modeled for Shiloh (Rate GDS-1 plus Rider GER and the October 2026 supply price); typical therms and kWh are Illinois statewide residential averages. No Swansea utility tax was found. Insurance is the Illinois statewide average (2022 NAIC).
- Illinois American Water filed a new rate case on Jan 27, 2026 (ICC docket 26-0127); its outcome could not be read, so water rates may change. Whether the Swansea 5.15% addition applies to sewer is not relevant: sewer is village-billed.

| Water | $1,439 | $872 | higher than 122 of the other 131 Illinois cities we cover |
| Sewer and utility-bill fees | $487 | $535 | lower than 68 of the other 123 Illinois cities we cover |

| Electricity and gas | $2,829 | $2,163 | higher than 126 of the other 131 Illinois cities we cover |
| Home insurance | $1,343 | $1,343 | in the middle of 8 other Illinois cities we cover |
| Total | $11,778 | $11,701 | higher than 68 of the other 131 Illinois cities we cover |
Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
