How these numbers are made
- Property tax uses Moline Township tax code 01 (City of Moline, Moline-Coal Valley schools) for tax year 2025 payable 2026: total 8.7272 per $100 of equalized assessed value. Other tax codes inside the city differ.
- The starting value is one third of the Census median market value ($146,300 / 3) because Illinois taxes equalized assessed value at 33.33% of market value. The $6,000 owner occupied exemption comes off that value; the supply and delivery charges per kWh are combined and weighted over the year.
- Water: $2.28 metering and billing plus $11.07 water readiness to serve a month, and $5.34 per 1,000 gallons. Sewer: $13.12 readiness plus $8.09 per 1,000 gallons. Garbage and recycling: $15.46 a month. Stormwater: $3.42 a month for residential lots under 1/4 acre; larger lots pay $6.59 to $13.53.
- Electricity uses MidAmerican Rate RS: $7.25 basic plus $1.72 meter charge, plus the $0.40 energy assistance, $0.05 coal and renewable and $0.17 uncollectible monthly charges, and supply plus delivery weighted over 4 summer and 8 winter months for use under 1,000 kWh. Per-kWh riders added: energy efficiency, fuel, purchased electricity (June to September and the other months weighted), renewable and zero emission power, the state utility tax and the Moline franchise fee. The transmission rider, nuclear decommissioning and tax expense revision factors were not found in effective form and are not included. Gas is Rate RV1 plus the October 2026 supply charge, grossed up for the Moline 3.0% franchise fee, the 5.15% municipal utility tax, the 0.10% state tax and 2.4 cents per therm gas revenue tax; the gas energy efficiency and uncollectible riders are not included. Gas use is the Illinois residential average per customer from EIA.
- Not included: homeowners insurance (no official premium survey was found).
- Nothing here is legal, tax or insurance advice.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
