How these numbers are made
- Property tax uses tax code 09001 (City of Rock Island, Rock Island School District 41) for tax year 2025 payable 2026: total 10.1411 per $100 of equalized assessed value. Other tax codes inside the city differ.
- The starting value is one third of the Census median market value ($125,900 / 3) because Illinois taxes equalized assessed value at 33.33% of market value. The $6,000 owner occupied exemption comes off that value.
- Water: quarterly 5/8-inch meter charge $49.81 divided by 3, and $5.07 per 100 cubic feet for the first 15,000 cubic feet of the quarter (50 CCF a month), then $4.64. Sewer: quarterly meter charge $66.93 divided by 3 plus $5.89 per 100 cubic feet (the rate over 15,000 cubic feet a quarter is lower and not modelled). Refuse: $12.32 a month. Stormwater: $6.05 a month and street improvement utility fee $10.00 a month for parcels of 6,000 to 18,000 square feet; small parcels pay $4.53 and large parcels $7.57.
- Electricity uses MidAmerican Rate RS: $7.25 basic plus $1.72 meter charge, plus the $0.40 energy assistance, $0.05 coal and renewable and $0.17 uncollectible monthly charges, and supply plus delivery weighted over 4 summer and 8 winter months for use under 1,000 kWh. Per-kWh riders added: Rider TS transmission ($0.01467, effective April 2026), Rider TERM tax expense revision ($(0.00445), the latest value in the tariff, April 2024; no later value is published in the tariff), energy efficiency, fuel, purchased electricity, renewable and zero emission power, the state electricity tax and the Rock Island municipal tax addition; Rock Island has no electric franchise fee listed. Rider ND nuclear decommissioning is 0.00 cents per kWh from January 1, 2024, so it adds nothing. Gas is Rate RV1 plus the October 2026 supply charge, grossed up for the 5.15% Rock Island municipal utility tax, the 0.10% state tax and 2.4 cents per therm gas revenue tax; no Rock Island gas franchise fee is listed and the gas Rider EECR energy efficiency ($0.00466 per therm), Rider TERM ($(0.00992) per therm, April 2024, the latest in the tariff) and Rider UAG uncollectible ($(0.11) a month, grossed up for the taxes) are included. Gas use is the Illinois residential average per customer from EIA.
- Not included: homeowners insurance (no official premium survey was found); water usage beyond the first tier is priced at the lower tier. The 9 ccf a month of water used is an assumption; Rock Island publishes no typical household use.

| Per year | Rock Island | Median | Where it falls |
|---|---|---|---|
| Property tax rate | 10.14% | 8.23% | higher than 111 of the other 131 Illinois cities we cover |
| Water | $747 | $872 | lower than 89 of the other 131 Illinois cities we cover |
| Sewer and utility-bill fees | $1,096 | $535 | higher than 117 of the other 123 Illinois cities we cover |
| Trash | $148 | $283 | lower than 116 of the other 127 Illinois cities we cover |

| Total | $7,134 | $11,701 | lower than 126 of the other 131 Illinois cities we cover |
Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
