How these numbers are made
- Property tax uses Cook County's 2025 rates (percent per $100 of equalized assessed value) for Wheeling Township with Prospect Heights School District 23, High School District 214, Harper College, and the Prospect Heights Park District, Library District and Fire Protection District; the sum is 8.69, below the Clerk's 9.46 average for the city, which includes parcels in other districts and special service areas. Part of the city is in Northfield Township or in Districts 21, 25, 26 or 31, Glenbrook District 225, Oakton College or other park, library and fire districts, and some parcels pay special service area taxes (SSA 5, 6 and 8 have their own rates); these are not included.
- The starting value is the Assessor's $429,000 Wheeling Township median x 10% x the 3.0300 state factor = $129,987, minus the $10,000 homeowner exemption.
- Water uses the City system's FY2026-27 rates effective May 1, 2026: $8.78 per 1,000 gallons plus $35.11 delivery, $14.14 infrastructure reserve and $5.58 maintenance reserve charges a month ($54.83). The City's water page says it supplies a portion of residents; the City's water master plan (undated) counts about 920 City water connections and about 2,140 residences on private wells, so City water is probably not the majority; homes on a well or Illinois American Water pay different amounts, and the page total is for a City-water home. The new-resident packet text we could read says nothing on this. The sanitary sewer is the City's $22.00 a month rate effective with July 1, 2026 billings, for homes connected to it.
- Electricity is ComEd's 2026 delivery rates plus the October 2026 supply price to compare (10.103 cents), with the 0.946% Prospect Heights franchise cost addition on delivery and the 0.560 cents per kWh municipal tax. Gas is Nicor Rate 1: $21.30 plus 24.44 cents distribution and the October 2026 supply cost of 33 cents per therm, with the 5.15% Prospect Heights municipal tax (Rider 8); Nicor's Rate 1 riders (e.g. Rider 6 gas supply cost, Rider 12 environmental cost recovery) are not in the 24.44 cents and $21.30 figures; Nicor's residential summary page did not list them and the per-therm rider amounts were not found, so the gas charge is likely low.
- Garbage is Flood Brothers' single-family curbside rate effective July 1, 2025 ($28.57 a month, including the City's SWANCC disposal fee). Not included: homeowners insurance (no official premium survey found) and Illinois American Water costs (its ICC tariff for the Chicago Metro District was suspended/under revision in 2026 and the facilities charge for Prospect Heights was not found) and private well costs. The newsletter lists no stormwater charge; none is included.
- Water rates are the City's FY2026-27 rates per month (ordinance O-26-03, scanned), effective May 1, 2026. Electric delivery charges come from ComEd's 2026 ratebook plus the franchise and municipal tax additions.

How Prospect Heights compares
A typical Prospect Heights house against the 132 Illinois cities we cover, using the same default numbers as the total above.
| Per year | Prospect Heights | Median | Where it falls |
|---|---|---|---|
| Property tax rate | 8.69% | 8.23% | higher than 80 of the other 131 Illinois cities we cover |
| Water | $1,367 | $872 | higher than 119 of the other 131 Illinois cities we cover |
| Sewer and utility-bill fees | $264 | $535 | lower than 93 of the other 123 Illinois cities we cover |
| Trash | $343 | $283 | higher than 103 of the other 127 Illinois cities we cover |
| Electricity and gas | $2,072 | $2,163 | lower than 74 of the other 131 Illinois cities we cover |
| Total | $14,474 | $11,701 | higher than 108 of the other 131 Illinois cities we cover |
Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
