How these numbers are made
- Property tax uses Boone County 2025 final rates for tax code 09004 (North Boone School District 200, North Boone Fire Protection District, Poplar Grove Township, Village of Poplar Grove; total 7.33832 per $100 of equalized assessed value), the Poplar Grove village code with by far the most value in the county's value report (about $82.5 million). Other village parcels sit in Caledonia township codes.
- Starting value is one third of the Census median market value ($270,700 / 3) because Illinois taxes equalized assessed value; the $6,000 general homestead exemption comes off it.
- Water and sewer use the village FAQ's monthly base rates ($17.37 water, $34.79 sewer, each including 2,000 gallons) and per-1,000-gallon rates ($2.88, $11.60). The village's posted rate schedule is a scanned image with no text layer; read from the image it shows May 1, 2026 base charges and sewer rate of $17.89, $35.84 and $11.95 (May 1, 2027: $18.43, $36.91, $12.31), higher than the FAQ, but it cannot be quoted as text for checking. The schedule has no water volume rate, so the FAQ's $2.88 is the only published figure and may be a year behind.
- Trash is the village's flat $20.95 a month for a 95 gallon cart. Electricity uses the village aggregation supply rate (its page prints 0.0955¢, read as 9.55 cents per kWh, fixed through December 2026) plus ComEd delivery and transmission; the supplier, MC Squared, lists 10.4 cents per kWh for a new contract starting with the December 2026 meter read, so the supply price rises then. Opting out returns a home to ComEd's default supply. Gas uses Nicor Rate 1 with the October 2026 gas cost; homeowners insurance is not included.
- Poplar Grove's FAQ says the per-1,000-gallon rates apply 'after 1,000 gallons' while base rates include 2,000 gallons; the model uses 2,000 free. The aggregation page prints 0.0955¢, read as 9.55 cents per kWh. Opting out returns a home to ComEd's default supply.
