How these numbers are made
- Property tax uses Cook County's 2025 agency rates for tax code 26018, the code with the most single-family homes in Harwood Heights (Cook County, Village, Union Ridge School District 86, Community High School District 234, Triton College, Eisenhower Public Library District, Norwood Park Fire Protection District, MWRD; total 8.509394 per $100 of equalized assessed value). Norwood Park Township, road and bridge, consolidated elections and the Forest Preserve are grouped as other districts.
- The starting value is the Census median value of owner-occupied homes ($321,900, 2020-2024) times 10% times the 2025 Cook County equalization factor 3.0300; the $10,000 Homeowner Exemption comes off it. It is a market median converted to assessed value, not an assessor figure.
- Water and sewer use the Village's June 1, 2026 schedule, billed every two months: $73.64 water and $14.50 sewer minimums (each covering the first 1,000 cubic ft), halved to monthly fixed charges of $36.82 and $7.25, which cover the first 5 ccf a month; use above that is $7.37 and $0.72 per ccf. The Village publishes no typical use.
- Garbage is the single-family fee of $27.50 bimonthly from the Village code, halved to $13.75 a month. No newer garbage fee was found. Electricity: ComEd delivery charges plus the October 2026 price to compare plus the state excise tax addition; Gas: Nicor Rate 1 plus October 2026 supply cost.
- Municipal utility tax: electricity adds the Village's 0.610 cents per kWh from ComEd's Rider TAX; gas adds the Village's 5% gross receipts tax (Village Code 3.20.015, ORD-24-09), applied to Nicor's monthly charge and per-therm rate as a modelling assumption of how it appears on the bill. Not included: homeowners insurance (no official Illinois premium survey for Harwood Heights found).
- Gas: the 5% Village gas tax is modelled as applied to the monthly charge and the per-therm rate.
