How these numbers are made
  • Property tax adds the 2025 Montgomery County rates for the Hillsboro corporation, Hillsboro Unit 3 schools, Kaskaskia College, Hillsboro Road District, Hillsboro Township, library, ambulance and county districts, 8.0325 per $100 of EAV in total; a parcel outside a district pays less.
  • Starting value is one third of the $111,700 Census-based median value; the $6,000 general homestead exemption comes off it.
  • Water and sewer use the inside-city rates in the City’s April 2026 lead service line plan; water starts at the 1,000-gallon minimum plus a $3.00 meter fee; the City says water rates also move with CPI each January.
  • Electric: Ameren delivery plus the supply price to compare, weighted 4 summer months and 8 non-summer months; gas is Ameren GDS-1 plus the October 2026 supply price.
  • Trash: DC Waste does not publish a residential price, so no trash charge is included.
  • City utility taxes (Code §36-4-1) are folded into the energy rates: electricity 0.504 cents per kWh for the first 2,000 kWh a month; gas 5% of gross receipts (applied to the fixed and per-therm charges). The ordinance's date of last amendment is not stated.
  • Illinois taxes assessed value at one third of market value; the typical assessed value is one third of the Census median value. Electric and gas rates are weighted/priced as described in the notes above; the typical bills include the city utility taxes. Hillsboro appears on the ICC list of Ameren Illinois electric and gas service areas.
  • Electric rate = Ameren Illinois delivery plus supply price to compare (June-September 11.326 cents; October-May 10.441 cents up to 800 kWh, 8.262 cents above) plus the city tax. Gas = Ameren GDS-1 ($23.33 customer charge, 48.344 cents per therm) plus Rider GER and the October 2026 supply price of 45.24 cents per therm, plus the 5% city tax.
