How these numbers are made
- Property tax uses Cook County's 2025 agency rates for tax code 14002 (City of Blue Island, School District 130, High School District 218, Blue Island Park District; total 14.203654 per $100 of equalized assessed value), one of many Blue Island codes. Calumet Township, road and bridge, elections, Forest Preserve and mosquito abatement are grouped as other districts.
- The starting value is the Assessor's 2023 median market value for Calumet Township single-family homes ($130K) times 10% times the 2025 Cook County equalization factor 3.0300, the basis of current bills; the $10,000 Homeowner Exemption comes off it. The 2026 reassessment applies to 2027 bills.
- Water is the city's 2025 rate sheet $10.45 per unit (1,000 gallons; the code's minimum-usage table lists 2,000 gallons for a 2-unit minimum) and sewer $5.22 per unit; the 2-unit minimum equals 2 units at the per-unit rate. The city code's fee schedule still lists an older $6.88 per 1,000 gallons and sewer at 20% of the bill; the newer rate sheet is used.
- The sanitation fee $33.68 is the single-family rate on the city's 2025 rate sheet and is treated as monthly like the water rate; the sheet does not state a billing period and no 2026 sheet is published on the city site.
- Electricity: ComEd delivery charges plus the October 2026 to May 2027 price to compare, plus ComEd's Blue Island municipal tax addition of 0.613 cents per kWh (Rider Tax, first 2,000 kWh a month). Gas: Nicor Rate 1 plus the October 2026 supply cost, with the fixed and per-therm charges raised 5.15% for Nicor's Rider 8 Blue Island municipal utility tax charge. The blended utility-tax share (3.82%) is ComEd's 0.613 cents x 583 kWh plus 5.15% of the typical Nicor bill, divided by the typical electric plus gas bill.

How Blue Island compares
A typical Blue Island house against the 132 Illinois cities we cover, using the same default numbers as the total above.
| Per year | Blue Island | Median | Where it falls |
|---|---|---|---|
| Property tax rate | 14.20% | 8.23% | higher than 131 of the other 131 Illinois cities we cover |
| Water | $844 | $872 | lower than 69 of the other 131 Illinois cities we cover |
| Sewer and utility-bill fees | $422 | $535 | lower than 77 of the other 123 Illinois cities we cover |
| Trash | $404 | $283 | higher than 124 of the other 127 Illinois cities we cover |
| Electricity and gas | $2,246 | $2,163 | higher than 82 of the other 131 Illinois cities we cover |
| Total | $8,090 | $11,701 | lower than 119 of the other 131 Illinois cities we cover |
Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
Questions to ask your candidates
