How these numbers are made
- Property tax uses Cook County's 2025 final rates for tax code 18018 (Hanover Township with Unit School District 46, Elgin Community College 509 and the Bartlett park, library and fire districts; total 8.7215 per $100 of equalized assessed value). Bartlett is also partly in DuPage County (2025 code 1036: 7.6273) and a small part of Kane; Cook was used as the largest area.
- The starting value is the Cook County Assessor's 2025 Hanover Township median estimated market value for single-family homes ($312k) at 10% assessed value times the 3.0300 2025 equalization factor. The $10,000 homeowner exemption comes off that value.
- Water: village rates in effect from May 1, 2026, $15.47 base charge (5/8 x 3/4 meter) plus $9.75, $13.00 and $15.75 per 1,000 gallons in tiers (0-3,000, 3,001-6,000, over 6,000), billed monthly. Sewer for Cook County: $8.78 meter charge plus $3.12 per 1,000 gallons. DuPage homes pay $18.81 and $5.04 instead.
- Garbage is Groot's 2026 single family curbside monthly rate of $23.05. The garbage page lists refuse, recycling and yard waste under the contract.
- Electricity is ComEd single-family without electric space heat: delivery customer and metering charges plus per-kWh delivery, the October 2026 price to compare, and the state distribution tax; ComEd's Rider TAX lists no Bartlett municipal electricity tax. Natural gas is Nicor Rate 1 plus the October 2026 gas cost; Nicor's municipal use-tax list has no Bartlett entry. The ComEd franchise cost percentage for Bartlett (June 2026 to May 2027) is used as the surcharge on the electric bill.

| Total | $11,360 | $11,701 | lower than 72 of the other 131 Illinois cities we cover |
Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
