How these numbers are made
  • Property tax uses Cook County's 2025 agency rates for tax code 31047 (Village of Westchester and its library fund, School District 92 1/2, Proviso Township High School 209, Triton College, Westchester Park District, MWRD; total 9.403772 per $100 of equalized assessed value). Elections, Forest Preserve, Proviso Township and mosquito abatement are grouped as other districts.
  • The starting value is the median 2025-assessment-year Board of Review assessed value ($23,001) of Proviso Township single-family parcels (classes 202-210, 234, 278, 295; Cook County Assessor Open Data, 37,578 parcels), the township Westchester sits in, times the final 2025 equalization factor 3.0300 (the factor for the tax year of the rates); the $10,000 Homeowner Exemption comes off it. It is a township figure, not a Westchester-only one. The Assessor's 2026 estimate ($286k) and the 2025 median sale price ($326k) on its valuation page are not used: the 2026 estimate first appears on 2027 bills.
  • Electricity and gas follow the Franklin Park method: ComEd delivery plus the October 2026 price to compare plus Westchester's 0.590 cents municipal tax addition and 0.330 cents state addition; Nicor Rate 1 plus October 2026 supply with Westchester's 5.15% charge.
  • Water is $21.13 per 1,000 gallons and sewer $4.43 per 1,000 gallons from July 1, 2026, plus the $22 water and $15 sewer infrastructure fees per month; the bills come bi-monthly, so the fees are shown monthly. The village publishes no typical use. Rubbish is $22.32 a month on the same utility bill.
  • Modelling: $23,001 is the median board_tot across Proviso residential classes 202-210, 234, 278, 295; EAV = assessed value x 3.03 equalizer.
  • Nothing here is legal, tax or insurance advice.

How Westchester compares

A typical Westchester house against the 132 Illinois cities we cover, using the same default numbers as the total above.

Per yearWestchesterMedianWhere it falls
Property tax rate9.40%8.23%higher than 98 of the other 131 Illinois cities we cover
Water$1,971$872higher than 130 of the other 131 Illinois cities we cover
Sewer and utility-bill fees$538$535higher than 63 of the other 123 Illinois cities we cover
Trash$268$283lower than 74 of the other 127 Illinois cities we cover

Total$10,657$11,701lower than 85 of the other 131 Illinois cities we cover

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
