How these numbers are made
  • Property tax uses tax code 07003 (City of East Moline, East Moline School District 37, South Moline Township) for tax year 2025 payable 2026: total 9.9468 per $100 of equalized assessed value. Codes in Hampton Township or with the East Moline special service rate differ.
  • The starting value is one third of the Census median market value ($134,600 / 3) because Illinois taxes equalized assessed value at 33.33% of market value. The $6,000 owner occupied exemption comes off that value.
  • Water: $8.00 billing fee plus $11.32 per 100 cubic feet for the first 80 (water plant $7.87 plus usage $3.45), then the next tiers; sewer: $5.28 billing fee plus $8.34 per 100 cubic feet (sewer usage $4.24 plus sewer plant $4.10); storm sewer $4.50 per ERU, one ERU assumed; garbage $12.39 a month. East Moline publishes no typical household use; 9 ccf a month is an assumption. Recycling ($4.38), yard waste ($9.37) and extra garbage ($6.49) are separate rates not included.
  • Electricity uses MidAmerican Rate RS with the same riders as the Rock Island draft (4 summer and 8 winter months weighted) and the East Moline municipal tax addition of 0.6283 cents per kWh for the first 2,000 kWh. Gas is Rate RV1 plus the October 2026 supply charge, grossed up for the 5.15% East Moline municipal utility tax, the 0.10% state tax and 2.4 cents per therm gas revenue tax. Gas use is the Illinois residential average per customer from EIA. Gas fixed charge is Basic Service Charge $12.69 plus Meter Class 1 $2.83 less the $0.11 residential RV1 rider, grossed up for the 5.15% city and 0.10% state taxes: 16.22. The supply charge used is the tariff's Total Gas Supply Charge of $0.4206 per therm.
  • Not included: homeowners insurance (no official premium survey was found).
  • Nothing here is legal, tax or insurance advice.
