How these numbers are made

Property tax uses Kane County's 2025 tax code EL011 (Village of South Elgin, Elgin School District U-46, Elgin Community College 509, Gail Borden Library, South Elgin Fire District; total 7.376268 per $100 of equalized assessed value). EL011 is the code that appears most often among the village's school-district U-46 codes; other codes add the Fox River Water Reclamation District, a park district or special service areas.
The starting value is the Data USA median property value ($339,100) times the 33.33% statutory level of assessment; the $8,000 general homestead exemption comes off it.
Water is the Village's 2026 rate: $45.54 monthly charge including the first 2,000 gallons, then $3.66 and $5.76 per 1,000 gallons. The Village's code says sanitary sewer service is included in these water charges, so no separate sewer charge is added. Garbage is Groot's single-family rate of $28.09 raised 5% from October 1, 2026 under the extension, billed on the Village utility bill.
