How these numbers are made
- Property tax uses DuPage County 2025 final rates for tax code 6046 (York Township with Unit School District 205; total 5.7876 per $100 of equalized assessed value), taken as the largest part of the City; code 3062 (Addison Township) covers the rest.
- The starting value is one third of the Census median market value ($545,400 / 3), because Illinois taxes equalized assessed value (about one third of market value). The $8,000 general homestead exemption comes off that value.
- Water ($14.82) and sewer ($11.45) are the City's residential rates per thousand gallons. The Capital Investment Recovery Charge ($42.88, in the water fixed charge) and phosphorus fee ($10.00, in the sewer fixed charge) for meters up to 1" are halved to a month because utilities are billed bi-monthly.
- Electricity is ComEd single-family without electric space heat: delivery lines from the January 2026 bill insert (same as the Downers Grove page), supply 8.413 and transmission 1.69 cents per kWh for October 2026 through May 2027 (Plug In Illinois), plus the City's 0.546 cents per kWh electricity tax on the first 2,000 kWh. The Purchased Electricity Adjustment is expected to average near zero and no current franchise cost adjustment amount is published on ComEd's price pages, so neither is included; the supply and transmission rates change again in January 2027.
- Gas is Nicor Rate 1: $21.30 a month plus 24.44 cents distribution, the October 2026 gas cost of 33 cents per therm, and the City gas utility tax of 5 cents per therm. Garbage is billed by the City by cart size. Homeowners insurance is not included (no official premium survey found). Not included: special service areas.

How Elmhurst compares
A typical Elmhurst house against the 132 Illinois cities we cover, using the same default numbers as the total above.
| Per year | Elmhurst | Median | Where it falls |
|---|---|---|---|
| Property tax rate | 5.79% | 8.23% | lower than 126 of the other 131 Illinois cities we cover |
| Water | $1,454 | $872 | higher than 124 of the other 131 Illinois cities we cover |
| Sewer and utility-bill fees | $985 | $535 | higher than 111 of the other 123 Illinois cities we cover |
| Trash | $244 | $283 | lower than 88 of the other 127 Illinois cities we cover |
| Electricity and gas | $1,867 | $2,163 | lower than 108 of the other 131 Illinois cities we cover |
| Total | $14,608 | $11,701 | higher than 109 of the other 131 Illinois cities we cover |
Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
