How these numbers are made
  • Property tax uses Cook County's 2025 agency rates for tax code 24026 (Village of Skokie, Skokie School District 69, Niles Township High School District 219, Skokie Park District; total 10.021669 per $100 of equalized assessed value). It is the Skokie code that appears most often in the rate file, but Skokie has many codes: School District 68 homes (codes 24023 and others) total 7.93 and District 73 homes 8.97. Village general and library rates are added; Forest Preserve, elections, Niles Township and mosquito abatement are grouped as other districts.
  • The starting value is the Assessor's 2025 median market value estimate for Niles Township single-family homes ($389,000) times 10% times the 2025 Cook County equalization factor 3.0300; the $10,000 Homeowner Exemption comes off it.
  • Water: the Village bills every three months. The $87.82 minimum bill is divided by 3 to a monthly charge and covers the first 1,000 cubic feet (3.33 CCF a month); use over that is $8.78 per 100 cubic feet. Skokie has no separate sewer charge on this page, so sewer is shown as included in the combined rate. The page starts at the default 9 CCF a month because no typical use was found. The $8.78 rate is the Village's current rate (reported as a 15% rise from $7.64, for water billed after October 31, 2026); use before that cutover bills at the old rate.
  • Electricity: ComEd delivery charges plus the October 2026 price to compare, plus the ComEd municipal tax addition for Skokie (0.628 cents per kWh for the first 2,000 kWh) and the state tax addition (0.330 cents). Gas: Nicor Rate 1 plus the October 2026 supply cost, with Nicor's Skokie utility tax charge of 5.15% added to the monthly charge and the per-therm part. Nicor also lists a 5.00 cent per therm Skokie gas use tax column that applies to transportation therms; it is not added. Nicor riders and ComEd's monthly price changes are not included.
  • Garbage is the Village's $9.25 a month typical household charge for trash and recycling. Not included: homeowners insurance (no official Illinois premium survey for Skokie was found), the $40 yearly vehicle sticker, and Village utility taxes on other services.
  • Nothing here is legal, tax or insurance advice.

How Skokie compares

A typical Skokie house against the 132 Illinois cities we cover, using the same default numbers as the total above.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.

Questions to ask your candidates

1. Property tax rate

The fact: Skokie's property tax rate is 10.02%, higher than 108 of the other 131 Illinois cities we cover. The rate adds up every agency on the bill, not only the city.

2. Trash

The fact: Trash pickup here costs about $111 a year for the standard cart, lower than 122 of the other 127 Illinois cities we cover. Where trash is billed through the tax bill or a separate hauler, it is not counted here.
