The Senior Citizens Homestead Exemption is a $5,000 reduction in the equalized assessed value.

How: File Form PTAX-324 with the McLean County assessor.

  • Seniors with income under $75,000: assessment freeze

Allows senior citizens with a total household income of less than $75,000 to hold the EAV of their homes at the base year.

How: Each year, file Form PTAX-340 with the Chief County Assessment Officer.

How these numbers are made
  • Property tax uses McLean County's final 2025 rates (payable 2026) for Normal Township, Town of Normal, Unit 5 homes: sum of nine bodies, about 7.79 per $100 EAV. The Airport Authority part is the 2024 rate on the Town's tax page; the 2025 rate was not found.
  • Starting value is one third of the Census median ($213,600 / 3); the $6,000 general homestead exemption comes off it.
  • Water: $6.61 monthly plus $7.25 per 1,000 gallons. Sewer: Town $4.52 + $3.25/kgal; BNWRD $13.19 includes 2,000 gallons then $3.66/kgal. Fixed sewer = 4.52 + 13.19 - 2*3.66; per kgal = 3.25+3.66. Storm water $4.60 per ERU.
  • Electric: Ameren price to compare (Oct 2026 - May 2027 non-summer) + DS-1 delivery (CUB 2026 report) + EDT; first 800 kWh then over 800 kWh tiers; summer rates are higher and not included. Fixed = customer 8.55 + meter 5.96.
  • NOT INCLUDED: Town electricity (per kWh) and gas (per therm) utility taxes, insurance. Normal's electric aggregation (Direct Energy, fixed 12.76 cents/kWh supply, June 2026-August 2027 meter reads, opt-out) replaces only the supply part of the bill; this page prices supply at Ameren's price to compare, the standard utility option. Typical kWh = 5,330,247 MWh / 520,498 customers / 12 months (EIA 2024, Ameren Illinois residential).
