How these numbers are made
- Property tax uses Lake County 2025 rates (percent per $100 of equalized assessed value) for the parts that apply to most Gurnee homes: Gurnee School District 56, Warren Township HSD 121, Gurnee Park District, Lake County, Forest Preserve, College of Lake County, Warren Township and its Road and Bridge, and Warren-Newport Library. They sum to 9.016844; the county lists 8.979852 as the predominant Gurnee rate, so a typical bill can be about 0.04 points lower. The Village of Gurnee levies no property tax of its own (its 2025 extension is $0.00). The Illinois tax-rate page lists no separate village charge.
- The starting value is one third of the Census-based $344,300 median property value ($114,767), minus the $8,000 homeowner exemption. Homes east of I-94 also pay a North Shore Water Reclamation District property tax that is not included.
- Water: $6.16 per 1,000 gallons; meter fee $13.32 and sewer base fee $4.44 are treated as bimonthly-bill charges (the rates page does not state the period) and halved to monthly. Sewer: $1.93 plus the $7.72 per 1,000 gallons treatment fee billed to homes west of I-94; homes east of I-94 get a separate North Shore Water Reclamation District bill instead.
- Garbage uses Lakeshore Recycling Systems contract Year 3 pricing (service began June 2024). Electricity is ComEd delivery plus the October 2026-May 2027 price to compare; the Village budget page states Gurnee has no utility tax. Gas is North Shore Gas Rate 1 heating, not Nicor; state fixed-charge riders are excluded. Homeowners insurance is not included (no official premium survey found).

How Gurnee compares
A typical Gurnee house against the 132 Illinois cities we cover, using the same default numbers as the total above.
| Per year | Gurnee | Median | Where it falls |
|---|---|---|---|
| Property tax rate | 9.02% | 8.23% | higher than 91 of the other 131 Illinois cities we cover |
| Water | $578 | $872 | lower than 113 of the other 131 Illinois cities we cover |
| Sewer and utility-bill fees | $806 | $535 | higher than 92 of the other 123 Illinois cities we cover |
| Trash | $354 | $283 | higher than 106 of the other 127 Illinois cities we cover |
| Electricity and gas | $2,161 | $2,163 | lower than 68 of the other 131 Illinois cities we cover |
| Total | $13,526 | $11,701 | higher than 97 of the other 131 Illinois cities we cover |
Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
