How these numbers are made
- Property tax uses DuPage County 2025 final rates for tax code 4056 (Winfield Township, Warrenville Park District, Wheaton-Warrenville Unit School District 200; total 6.9335 per $100 of equalized assessed value). Code 4054 omits the park district.
- The starting value is one third of the Census median market value ($286,100 / 3), because Illinois taxes equalized assessed value (about one third of market value). The $8,000 general homestead exemption comes off that value.
- Water and sewer: City rates effective May 1, 2026: $8.95 water base and $22.26 sewer base a month, $2.75 water and $5.77 sewer per 1,000 gallons, plus the $3.08 per 1,000 gallons Naperville wastewater treatment charge (added to the sewer per-1,000-gallon rate). Garbage: Groot monthly cart rates; recycling is included; yard waste subscription is optional and not included.
- Electricity is ComEd (the City suspended its aggregation program in April 2024): customer, metering and low income charges, per-kWh delivery, riders and supply as in Lisle's model, with supply plus transmission blended over twelve months: 10.103 cents for October 2026 to May 2027 (8.413 supply + 1.69 transmission) and the Illinois Commerce Commission's published summer (June to September 2026) price to compare of about 10.4 cents for four months, about 10.20 cents on average. The City's electric utility tax (stated as roughly 1%) is added to the electric charges. The City's natural gas use tax is 2.36 cents per therm under City Code 3-24-3 (the City's tax page rounds it to 3.00%), added per therm. Gas is Nicor Rate 1 (24.44 cents distribution plus the October 2026 gas cost of 33 cents per therm, Rider 12 environmental 0.47 cents and Rider 30 energy efficiency 0.98 cents per therm); the City's tax page lists no other gas utility tax. Homeowners insurance is not included: the Illinois Department of Insurance publishes market-share reports but no premium survey by city or county.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
