How these numbers are made
  • Property tax uses DuPage County 2025 final rates for tax code 1007 (Wayne Township, City of West Chicago, West Chicago Park, Fire, Library and Mosquito districts, Grade School District 33, High School District 94; total 8.3723 per $100 of equalized assessed value), the code the county booklet names West Chicago. The DuPage Water Commission carries no rate in this code. Other parcels sit in other codes such as 4011.
  • The starting value is one third of the Census median market value ($336,800 / 3), because Illinois taxes equalized assessed value (about one third of market value). The $8,000 general homestead exemption comes off that value.
  • Water: the City bills every two months. The $30.00 minimum usage charge (first 2,491 gallons) and the $4.00 billing charge per bill are each halved to a monthly $15.00 + $2.00, less the value of the first 2,491 gallons per bill that the minimum covers (about 1.2455 thousand gallons a month at $9.90 = $12.33), so $4.67 plus $9.90 per 1,000 gallons (x 0.748 = $7.4052 per CCF) on all use above zero; this matches the bill for any use above 1.665 CCF a month. Sewer $11 per 1,000 gallons is applied to all usage (x 0.748 per CCF). The City publishes no typical-use figure, so the page starts at its default use.
  • Trash is the January 2026 Groot rate per month ($20.53 for the 35-gallon cart, $24.69 for the 95-gallon cart) plus the $5.25 per quarter brush collection charge on the Groot invoice, as one third per month.
  • Electricity is ComEd single-family without electric space heat as in the Glen Ellyn record: $15.26 + $3.81 + $1.17 a month, and per kWh delivery, transmission, rider and supply charges (supply $0.08413 and transmission $0.0169, Oct 2026-May 2027, applied to the whole year). West Chicago's municipal electricity tax rate could not be found in any document that loads (the City's Utility Tax page links only to Municode, which does not load), so it is not included. Gas is Nicor Rate 1: $21.30 a month plus 24.44 cents distribution, the October 2026 gas cost of 33 cents and West Chicago's 3.5 cents per therm municipal gas use tax from Nicor's Rider 8 sheet; Nicor riders are not included. Homeowners insurance is not included (no official premium survey found).
  • Nothing here is legal, tax or insurance advice.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.

Questions to ask your candidates

Each one starts from a number above. Any candidate can answer them.

1. Sewer and utility-bill fees

The fact: Sewer and flat utility-bill charges here come to about $889 a year, higher than 102 of the other 123 Illinois cities we cover. Some cities bill sewer on the property tax bill instead, which is not counted here.

Ask: "Sewer and flat utility-bill charges here cost about $889 a year, higher than 102 of the other 123 Illinois cities we cover. What drives that cost, and would you change anything?"

2. Electricity and gas

The fact: Electricity and gas for a typical house here cost about $1,821 a year, lower than 119 of the other 131 Illinois cities we cover. Rates are set mostly by the utility and the state.

Ask: "Electricity and gas here cost about $1,821 a year for a typical house, lower than 119 of the other 131 Illinois cities we cover. Which parts of that can the city influence, and what would you do about them?"
