Ways to pay less
Nothing here applies to every house automatically. These are worth checking:
Pay your tax bill in November4% off the bill
The Escambia County Tax Collector gives 4% off for paying in November, 3% in December, 2% in January and 1% in February; the gross amount is due in March.
How: Pay in November for the largest discount.
Seniors: ECUA Lifeline water and sewer rates
Qualifying senior citizens pay a minimum monthly water rate of $13.50, which includes 6,000 gallons, and a minimum monthly sewer rate of $17.40, which includes 6,000 gallons.
How: Apply by contacting the Northwest Florida Area Agency on Aging at 850-494-7100.
One-time water leak adjustment
After a houseline water leak is discovered, ECUA may adjust the excess water and sewer charges; the adjustment is offered once for the lifetime of the account.
How: Call ECUA Customer Service at 476-0480; a signed form and proof that the leak was repaired are required.
Check indoor and outdoor fixtures before sewer averaging
Annual sewer charges are based on the average gallons of water used during the winter months; the first meter reading on or after November 15th starts the sewer averaging period.
How: Check plumbing fixtures for leaks, since the averaging period sets your sewer charges for the next twelve months.

How these numbers are made
- Property tax uses 17.0080 mills in the City of Pensacola district on the Tax Collector's 2025 table; the 2026 City rate (4.2895) and NWFWMD (0.0201) are adopted figures and the School rate (5.354) is the tentative 2026-27 rate, applied to value after the $25,000 + $26,411 homestead exemptions. The Downtown Improvement District levy (2.0 mills) is not included, since it applies only inside that district.
- Water and sewer use ECUA's Residential Mainland brochure 2026-2027: water $15.86 a month plus $3.21 per thousand gallons; sewer $17.85 a month including 2,000 gallons plus $9.73 per thousand gallons over that. Inside City locations the brochure adds a 6% franchise fee on water and on sewer and a 10% City tax on water (sewer has only the 6% franchise fee); the 10% is applied to the water charge and the 6% on both is shown as a flat monthly amount at the default use, so it moves slightly with use. A capital improvement fee ($2.50 each for water and wastewater at a 5/8-inch meter) is listed in the brochure without a stated billing period and is not included. The City's stormwater service assessment, billed on the Escambia County property tax bill, is not included because the FY2026-27 rate and the tier for a typical home were not confirmed (the City is reviewing its fee structure). ECUA sewer is billed on winter-quarter average water use, which this page approximates with current use.
- Garbage uses City of Pensacola Ordinance 9-25: $24.99 a month for garbage and trash collection from July 1, 2025 plus $1.77 from October 1, 2026; $32.99 with recycling plus $1.77. An ordinance-allowed fuel surcharge pass-through is not included. Garbage is billed outside the property tax bill.
- Electricity uses FPL's October 2026 RS-1 rate ($10.52 plus 12.719 cents per kWh up to 1,000 kWh and 14.719 cents above, including the 0.421-cent Transition Rider Charge) at EIA's 2024 Florida residential average of 1,104 kWh a month, plus the City's 10% public service tax on electricity, which the state database lists with a $1,000 monthly cap per meter. State law excludes fuel charges from that tax so the tax shown may be slightly high.
- Gas is left out of the total because the monthly fuel charge varies: Pensacola Energy's in-city residential rates from July 1, 2026 are $12.00 a month plus $1.052 per ccf plus fuel, with a 10% utility tax. Flood insurance is not included.
- The 6% ECUA franchise fee on water and sewer is not shown as a separate dollar line: its monthly amount depends on an assumed usage the sources do not state.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
