How these numbers are made
- Florida tax bills are public, but we calculate yours from public rates and the value you enter.
- Property tax: 17.4875 mills in total for Lake County taxing authority code 00MI (City of Minneola), 2026 final rates from the Lake County Property Appraiser: Lake County general fund 5.0254, voted debt service 0.0719, ambulance MSTU 0.4629, Lake County Water Authority 0.2940, Lake County School Board 6.0540 (3.0560 required local effort plus 2.9980 local), St. Johns River Water Management District 0.1793 and City of Minneola 5.4000. We add one flat yearly charge: the City of Minneola fire protection assessment, $59.00 per dwelling unit for fiscal year 2026-27 (Resolution 2026-21, adopted September 10, 2026 with the residential rate unchanged), which the Lake County Tax Collector bills as a non-ad valorem assessment. Homes in Minneola's community development districts (Hills of Minneola, Founders Ridge and Sugarloaf) also pay CDD maintenance and bond assessments on the tax bill: Hills of Minneola's FY 2027 adopted budget sets $36.34 general fund plus $53.14 to $798.51 of maintenance and $830.47 to $1,859.15 of debt for single-family lots on the tax roll, $1,399.15 to $2,108.30 in all, depending on lot width and phase. None of the CDD charges is in the totals.
- Homestead takes $25,000 off all taxes and up to $26,411 more off non-school taxes. The starting value is the Census median market value; the Save Our Homes cap keeps many homesteads' assessed value lower, so enter your assessed value.
- Water, sewer, garbage and stormwater (City of Minneola): water $7.00 a month covering the first 1,999 gallons, then $1.85, $2.00, $2.50, $3.00 and $3.50 per 1,000 gallons in steps at 5, 12, 20 and 30 thousand gallons (the schedule prices per gallon band; we price each 1,000 gallons from 2,000 up at its band rate); sewer $15.40 a month plus $3.71 per 1,000 gallons with no cap or included gallons; garbage $23.41 a month; stormwater $4.00 a month. The sewer and water schedules are from the City's published code pages (ordinances of 2004 and 2005) and match the base charges on the City's billing page; outside-city customers pay 25% more. Irrigation is billed as ordinary water.
- Electricity: Duke Energy Florida RS-1 effective October 1, 2026, $14.43 a month plus per-kWh charges, with the winter and non-winter non-fuel rates weighted 3 and 9 months, plus the BA-1 fuel charge and cost recovery factors. Minneola has electric franchise agreements with both Duke Energy and SECO Energy, so some addresses are served by SECO and are not modeled. We add the 8% municipal public service tax on electricity from the Florida Department of Revenue database. Duke Energy also collects a franchise fee from its Minneola customers and pays it to the City; we could not find the rate in Minneola's franchise ordinance, so that fee is not included and the electricity estimate is somewhat low. Typical use, 1,104 kWh a month, is EIA's 2024 Florida residential average. Natural gas is not modeled.
- Insurance: Florida OIR's Lake County average homeowners premium with wind coverage ($2,650, data as of March 31, 2026); flood insurance is a separate policy and is not included.

| Per year | Minneola | Median | Where it falls |
|---|---|---|---|
| Property tax rate | 1.75% | 1.78% | lower than 34 of the other 52 Florida cities we cover |
| Water | $192 | $515 | lower than 52 of the other 52 Florida cities we cover |
| Sewer and utility-bill fees | $533 | $901 | lower than 47 of the other 51 Florida cities we cover |
| Trash | $281 | $364 | lower than 42 of the other 51 Florida cities we cover |
| Electricity and gas | $2,197 | $1,953 | higher than 46 of the other 52 Florida cities we cover |

| Total | $12,531 | $12,935 | lower than 28 of the other 52 Florida cities we cover |
Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
