How these numbers are made
  • Property tax uses 22.0043 mills in all for a home in the main City of Port St. Lucie tax district: City of Port St. Lucie 4.6107 operating + 0.2643 voted debt (Ordinance 26-84, adopted Sept. 28, 2026); St. Lucie County 4.0441 general fund, 2.7294 fine and forfeiture, 0.2500 transit, 0.1352 mosquito control and 0.1000 Erosion District E; the School Board 6.2450 (2.9970 required local effort, 1.5000 capital outlay, 0.7480 discretionary, 1.0000 voter referendum); the Fire District 3.0000; the Children's Services Council 0.3685; SFWMD 0.0948 + 0.1026 Okeechobee Basin + 0.0327 Everglades Construction; and FIND 0.0270. All but the City's are the Property Appraiser's 2026 proposed (TRIM) rates; the total matches the City's budget hearing. The County's unincorporated-only MSTUs (law enforcement, community development, stormwater) do not apply in the city; one smaller city district (code 0041 in the 2025 state table) has no mosquito control levy.
  • Taxable value is the assessed value less the $25,000 homestead exemption on all taxes and up to $26,411 more on non-school taxes (we apply the full $26,411, which every home assessed at $76,411 or more gets). The starting value is the median single-family assessed value from the Property Appraiser that the City used in its FY 2026-27 budget hearing ($243,009); that hearing estimates $4,381 in property tax for such a homestead, which this page reproduces.
  • Non-ad valorem charges on the tax bill: the City stormwater fee of $195.00 per ERU (one ERU, the average impervious area of a single-family home) and the City solid waste assessment of $482.16 per dwelling unit (FCC Environmental Services collection plus disposal), shown under garbage as $40.18 a month. The one-time Waste Pro settlement credit on the 2026-27 bill ($364 or $64) is not subtracted. Not included: the $26 street lighting assessment, charged only in neighborhoods that requested it; community development district (CDD) charges in Tradition, Verano, Southern Grove and other CDD neighborhoods; St. Lucie West Services District charges; and the Southwest Annexation special assessment districts, which vary by neighborhood.
  • Water and sewer use City of Port St. Lucie Utility Systems' single-family rates effective Oct. 1, 2026 (Ordinance 26-86) for a 5/8" x 3/4" meter: water $11.55 a month plus $5.41 per 1,000 gallons up to 5,000 gallons, $7.05 to 12,000 and $8.67 above; sewer $17.65 a month plus $8.27 per 1,000 gallons, on at most 8,000 gallons. The page starts at 5,000 gallons a month, the usage on the City's example average residential bill. Homes in St. Lucie West get water and sewer from the St. Lucie West Services District instead, at its own rates, and some homes are on wells and septic.
  • Electricity uses FPL's October 2026 residential rate RS-1 ($10.52 a month plus 12.258 cents per kWh up to 1,000 kWh and 14.258 cents above, all per-kWh clauses included) for every month of the year at EIA's 2024 Florida residential average of 1,104 kWh a month, plus Port St. Lucie's 10% public service tax on electricity applied to the whole bill (Florida law exempts fuel charges, so this slightly overstates it); FPL's franchise fee and the state gross receipts tax are not included. Gas is left out because about 5% of owner-occupied homes heat with utility gas.
  • Insurance is the Florida Office of Insurance Regulation's St. Lucie County average homeowners premium including wind ($3,491, data as of March 31, 2026); flood insurance, a separate policy, is not included.
  • Nothing here is legal, tax or insurance advice.

Questions to ask your candidates

Each one starts from a number above. Any candidate can answer them.

1. Property tax rate

The fact: Port St. Lucie's property tax rate is 2.20%, higher than 61 of the other 64 Florida cities we cover. The rate adds up every agency on the bill, not only the city.

Ask: "Property tax in Port St. Lucie is 2.20%, higher than 61 of the other 64 Florida cities we cover. What should that money pay for first, and would you change anything about how it is set?"

2. Trash
