How these numbers are made
  • Panama City Beach has no city property tax. Property tax uses 10.8 mills in all: Bay County general fund 5.4362, Bay District Schools 5.3170, Beach Mosquito Control District 0.1155 and NWFWMD 0.0201, on assessed value after the $25,000 + up to $26,411 homestead exemptions. Bay County's countywide mosquito millage (0.2000) is not charged west of the Hathaway Bridge, and its fire MSTU (1.3800) is for unincorporated areas, so neither is counted. The county, school and mosquito rates are tentative or proposed (the Tax Collector's table still shows 2025).
  • The City's yearly fire assessment ($0.75 per $1,000 of improvements plus $91.98) and stormwater assessment ($0.51 per $1,000 of improvements plus $50.23) are on the tax bill. They are shown as flat amounts figured on $441,300, treating the whole median value as improvements, so a home with a smaller building value pays less. The Front Beach Road CRA assessment applies only inside that redevelopment area and is not included.
  • Water: the $37.54 minimum per two-month bill (includes 6,000 gallons) is halved to $18.77 a month and the first 3,000 gallons a month are free, then $3.58 per 1,000 gallons. Sewer: the $87.42 minimum water-and-sewer bill less the $37.54 water minimum leaves $49.88 per two months, so $24.94 a month with the first 3,000 gallons included, then $3.70 per 1,000 gallons. The page starts at 8 CCF (6,000 gallons a month), the typical family use cited in January 2026 news coverage of the City's rate increase. The rate increase is described as 5% compounded each year over four years, so these rates will rise.
  • Garbage is not counted: homes pick a private hauler under non-exclusive City franchises (the 2021 council record) and no current rate could be sourced. City utility tax and franchise fees on electric bills are not included because no rate could be sourced.
  • Electricity uses FPL's October 2026 residential rate RS-1 ($10.52 a month plus 12.719 cents per kWh up to 1,000 kWh and 14.719 cents above, including all per-kWh clauses and the 0.421-cent Transition Rider Charge for the former Gulf Power area) at EIA's 2024 Florida residential average of 1,104 kWh a month. Gas is left out: about 13% of owner-occupied homes heat with utility gas. Flood insurance, a separate policy, is not included. The starting value is the Census median (market); long-held homesteads are often assessed lower.
  • Modelling remark: the City's water rate increase was reported as 5% a year through 2029 (not judged).
  • Nothing here is legal, tax or insurance advice.
