How these numbers are made
  • Property tax uses 14.3435 mills in all for a home in the City of North Port: City of North Port 3.7667 (Ordinance 2026-28, first reading Sept. 10, 2026, final reading set for Sept. 24; the same rate as last year), Sarasota County 3.3833 (July 2026 not-to-exceed total), Sarasota Memorial hospital district 1.0420, SWFWMD 0.1831, WCIND 0.0394 and the School Board 5.929 (2.681 state-required local effort + 3.248 local), on taxable value after the $25,000 + up to $26,411 (2026) homestead exemptions. North Port properties do not pay the county's Emergency Medical Services millage.
  • Three North Port non-ad valorem assessments are added as flat yearly charges. Fire rescue (FY 2027 rates adopted as presented Sept. 10, 2026): $202.26 per parcel plus $3.27 per $5,000 of structure value; we use 52 structure units, the average single-family home in the District's 2023 rate study, for $372.30. Road and drainage: on Sept. 10, 2026 the Commission adopted Resolution 2026-R-51 amended to a 0% increase, so the FY 2026 rates in Resolution 2025-R-50 carry over: $8.07 administration plus one road unit each of base ($18.83) and enhanced ($73.42) road service and one drainage unit each of primary ($47.87), secondary ($36.69) and tertiary ($106.21) drainage, $291.09, which is how a single-family lot under one acre on a City local road is charged; bigger lots pay per acre and some private neighborhoods (for example in West Villages/Wellen Park) pay less. The road capital improvement assessment adds $4.38 + $41.62 = $46.00 per parcel. Homes in a community development or improvement district (such as the West Villages Improvement District) pay extra charges that are not included.
  • Garbage is the North Port Solid Waste District assessment on the tax bill: the Commission adopted the FY 2027 rates (Resolution 2026-R-52) amended to a 0% increase on Sept. 10, 2026, so the FY 2026 cost per residence of $332.75 (Resolution 2025-R-51) carries over, shown as $27.73 a month.
  • Water and sewer use North Port Utilities' inside-city rates effective Oct. 1, 2026 in Resolution 2025-R-66 for a 5/8" x 3/4" meter: water $33.29 a month plus $7.11 / $10.64 / $14.96 / $19.94 / $25.58 / $35.56 per 1,000 gallons in 4,000-gallon blocks (over 20,000 gallons at the top rate); sewer $46.08 a month plus $10.03 per 1,000 gallons, capped at 12,000 gallons. The per-1,000-gallon unit is taken from the City's own example bill ($130.79 for 3,000 gallons). The page starts at 3,000 gallons a month, the usage the City's Sept. 2025 rate presentation uses for an average single-family customer. About 21% of the utility's water customers have water-only service (septic); homes outside the utility's service area are on private wells.
  • The starting home value is the Census median value of owner-occupied units (all types) and is a market value; a long-held homestead's assessed value is often lower because of the Save Our Homes cap.
  • Electricity uses FPL's October 2026 residential rate RS-1 ($10.52 a month plus 12.258 cents per kWh up to 1,000 kWh and 14.258 cents above, all per-kWh clauses included) for every month of the year at EIA's 2024 Florida residential average of 1,104 kWh a month; taxes and franchise fees on the FPL bill are not included. Gas is left out because about 4% of owner-occupied homes heat with utility gas. Insurance is the Florida Office of Insurance Regulation's Sarasota County average homeowners premium including wind ($3,457, data as of March 31, 2026); flood insurance, a separate policy, is not included.
  • Nothing here is legal, tax or insurance advice.

Questions to ask your candidates

Each one starts from a number above. Any candidate can answer them.

1. Property tax rate

The fact: North Port's property tax rate is 1.43%, lower than 48 of the other 52 Florida cities we cover. The rate adds up every agency on the bill, not only the city.

Ask: "Property tax in North Port is 1.43%, lower than 48 of the other 52 Florida cities we cover. What should that money pay for first, and would you change anything about how it is set?"

2. Electricity and gas

The fact: Electricity and gas for a typical house here cost about $1,775 a year, lower than 39 of the other 52 Florida cities we cover. Rates are set mostly by the utility and the state.

Ask: "Electricity and gas here cost about $1,775 a year for a typical house, lower than 39 of the other 52 Florida cities we cover. Which parts of that can the city influence, and what would you do about them?"
