Ways to pay less

Nothing here applies to every house automatically. These are worth checking:

  • Low household income: defer part of your homestead taxesDefer taxes above 5% of income (3% at 65+)

Homestead owners may defer the part of their taxes above 5% of prior-year household income (3% if 65 or older). The deferred amount becomes a lien on the property.

How: File the annual application with the Flagler County Tax Collector on or before March 31.

  • Disabled veterans: exemptions$5,000 off, or no ad valorem tax on the homestead

A veteran disabled 10% or more because of misfortune or while serving during wartime may get a $5,000 reduction in assessed value. Florida veterans honorably discharged with a service-related total and permanent disability may be totally exempt from ad valorem taxes on their homestead.

How: Complete and file the required form with your county property appraiser.

  • $5,000 exemption for widows, widowers, blind and totally and permanently disabled residents$5,000 off value

Florida exempts $5,000 of property value for every widow, widower, blind person, or totally and permanently disabled person who is a Florida resident.

How: Complete and file the required form with your county property appraiser.

  • Had a leak? Ask for a one-time leak creditOne-time credit

Palm Coast Utility offers a one-time leak credit; your consumption must be four times higher than usual to be eligible.

How: Apply through City of Palm Coast Customer Service.

  • Water your lawn through an irrigation meter to skip sewer chargesNo sewer charge on irrigation water

Water through your main meter, including lawn irrigation, is billed for sewer. A separate irrigation meter is not subject to sewer fees.

How: Complete the irrigation meter application form on the City's customer service page.

  • Bulk trash goes out weekly on your second trash dayWeekly bulk pickup

Bulk trash such as furniture, mattresses, TVs, dishwashers, stoves, washers and dryers is picked up weekly on your second trash day; keep it under 3 cubic yards.

How these numbers are made
  • Florida tax bills are public, but we calculate yours from public rates and the value you enter.
  • Property tax: 18.1218 mills in total: City of Palm Coast 4.1387 (adopted September 23, 2026); Flagler Schools 5.312 (required local effort 3.064, discretionary 1.500, capital 0.748, adopted September 8, 2026); Flagler County 7.9737 operating plus 0.0961 voter-approved (tentative rates of September 3, 2026, as reported; a final rate cannot exceed the tentative one); St. Johns River Water Management District 0.1793; Florida Inland Navigation District 0.0270; East Flagler Mosquito Control District 0.395 (the tentative rate in its September 2026 hearing packet; a final rate cannot be higher). Flagler County's and the property appraiser's websites refuse automated downloads, so the county's final September 14 rates could not be checked; the school and county figures come from local news reports of the votes.
  • Homestead takes $25,000 off all taxes and up to $26,411 more off non-school taxes (we apply the full $26,411). The typical value is the Census median market value of owner-occupied homes (condos and mobile homes included), because the property appraiser's site could not be read; the Save Our Homes cap keeps many homesteads' assessed value well below market. We found no flat charge on a typical Palm Coast tax bill: trash and stormwater are on the City utility bill, and the mayor said in September 2026 that the City has no fire service fee, utility fee or FPL franchise fee. Homes in a community development district (Grand Haven, Palm Coast Park, Town Center, Hammock Dunes and others listed by the Tax Collector) pay CDD assessments that are not included. The default is a market value, so the headline total overstates what a long-time homesteaded owner pays; we found no property appraiser median assessed or taxable homestead value to use instead.
  • Water, sewer, stormwater and solid waste are on the monthly City of Palm Coast utility bill at the rates effective October 1, 2026. Water: $27.24 a month plus $7.38 per 1,000 gallons to 5,000, $8.11 to 10,000, $10.34 to 20,000 and $13.27 above. Sewer: $26.76 a month plus $6.93 per 1,000 gallons, uncapped. Stormwater: $38.33 a month per ERU; we charge one ERU for a single-family home (in 2023 the one-ERU rate was described as the fee for a typical single-family house). Solid waste: $35.60 a month. Typical use is 3,800 gallons a month (about 5.1 CCF), the typical single-family use the City cited in its 2023 rate study news release. Homes outside city limits pay 25% more and are not modeled; the City levies no public service tax on water or electricity (it is not in the Florida Department of Revenue's public service tax list).
  • Electricity: FPL rate RS-1 effective October 2026, $10.52 a month plus 12.258 cents per kWh up to 1,000 kWh and 14.258 cents above (energy, conservation, capacity, environmental, storm protection and fuel less the transition credit). The state gross receipts tax is not included. Typical use, 1,104 kWh a month, is EIA's 2024 Florida residential average. Gas is not modeled: about 1% of Palm Coast owner-occupied homes heat with utility gas (Census ACS 2020-2024).
  • Insurance: Florida OIR's Flagler County average homeowners premium with wind coverage ($2,488, data as of March 31, 2026); flood insurance is a separate policy and is not included.
  • Just value and assessed value are used interchangeably by the city; the property appraiser's assessed value after Save Our Homes may be lower.
  • Nothing here is legal, tax or insurance advice.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.

Questions to ask your candidates

Each one starts from a number above. Any candidate can answer them.

1. Sewer and utility-bill fees

The fact: Sewer and flat utility-bill charges here come to about $1,097 a year, higher than 39 of the other 51 Florida cities we cover. Some cities bill sewer on the property tax bill instead, which is not counted here.

Ask: "Sewer and flat utility-bill charges here cost about $1,097 a year, higher than 39 of the other 51 Florida cities we cover. What drives that cost, and would you change anything?"

2. Electricity and gas

The fact: Electricity and gas for a typical house here cost about $1,775 a year, lower than 39 of the other 52 Florida cities we cover. Rates are set mostly by the utility and the state.

Ask: "Electricity and gas here cost about $1,775 a year for a typical house, lower than 39 of the other 52 Florida cities we cover. Which parts of that can the city influence, and what would you do about them?"
