How these numbers are made
  • Florida tax bills are public, but we calculate yours from public rates and the value you enter.
  • Property tax: 16.1311 mills in total for Brevard County millage code 26H0 (City of Cocoa Beach), 2026 tax year, final adopted rates: Brevard County 3.0942 general fund, 0.3240 library, 0.1339 mosquito control and 0.0719 Environmentally Endangered Lands (0.0457 operating + 0.0262 voted debt); Brevard Public Schools 6.3020; City of Cocoa Beach 5.9988, the rolled-back rate (Resolution 2026-06, final hearing September 17, 2026; the city's adopted FY 2027 budget uses 5.9988); St. Johns River Water Management District 0.1793; Florida Inland Navigation District 0.0270. Homes with a Cocoa Beach mailing address in unincorporated Brevard County are taxed under other millage codes (with county fire, law enforcement and road MSTUs) and are not covered.
  • Homestead takes $25,000 off all taxes and up to $26,411 more off non-school taxes (we apply the full $26,411, which every home assessed at $76,411 or more gets). The typical value is the Census median market value of owner-occupied homes, which includes condominiums; the Save Our Homes cap keeps many long-held homesteads' assessed value far lower. The only flat charge on the tax bill we include is the Brevard County solid waste disposal assessment ($76.57 for one single-family billing unit). Amendment 3 on the November 2026 ballot would change homestead exemptions from 2027 and is not modeled.
  • Water, sewer, garbage and stormwater are all on the City of Cocoa regional utility bill. Water: Cocoa's rates for meters outside Cocoa city limits (updated October 2026), $19.43 a month for a 5/8 x 3/4 inch meter plus $4.50 per 1,000 gallons up to 5,000, $8.84 to 10,000, $12.57 to 20,000 and $16.39 above; Cocoa's handbook says a water franchise agreement with another government can set different rates, which we could not check. Cocoa's monthly billing service charge for services it bills for other cities is not included. Sewer: Cocoa Beach's residential inside-city rates, labeled October 1, 2024 through September 30, 2025 on the city's fee page (the FY 2027 budget says utility rates were set effective October 2024 and includes no increase): $41.00 covers the first 3,000 gallons, then $11.46 per 1,000 gallons; we price all use above 3,000 gallons at $11.46, so use above 5,000 gallons (charged $13.51) is understated by about $2 per 1,000 gallons. The page starts at the default 9 CCF (about 6,700 gallons); we found no published Cocoa Beach household average.
  • Garbage: $30.70 a month for residential curbside service from the January/February 2026 service period (Resolution 2025-31, adopted October 16, 2025). A new Waste Management contract and Resolution 2026-17 ($30.51 a month from the February 2027 bill) were on the October 15, 2026 agenda; we could not confirm adoption yet, so we keep the current rate. Stormwater: $19.66 a month, the single-family flat rate effective October 1, 2025 on the city's Stormwater Fees page; the FY 2027 budget says it includes a stormwater rate increase, but we found no adopted FY 2027 rate, so the bill may be somewhat higher.
  • Electricity: FPL rate RS-1 effective October 2026, $10.52 a month plus 12.258¢ per kWh up to 1,000 kWh and 14.258¢ above (energy, conservation, capacity, environmental, storm protection and fuel charges less the transition credit), plus Cocoa Beach's 10% public service tax on electricity (Florida DOR database) applied to the whole bill; state law lets cities exempt the fuel charge, so this may slightly overstate it. FPL's franchise fee and gross receipts tax are not included. Typical use, 1,104 kWh a month, is EIA's 2024 Florida residential average. Gas is not modeled (the city refers residents with natural gas to Florida City Gas); the gas card shows how many homes heat with utility gas. Insurance: Florida OIR's Brevard County average homeowners premium with wind coverage ($3,532, data as of March 31, 2026), a countywide figure; beachside homes may be priced differently, and flood insurance is a separate policy that is not included.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.

Questions to ask your candidates

Each one starts from a number above. Any candidate can answer them.

1. Property tax rate

The fact: Cocoa Beach's property tax rate is 1.61%, lower than 40 of the other 52 Florida cities we cover. The rate adds up every agency on the bill, not only the city.

Ask: "Property tax in Cocoa Beach is 1.61%, lower than 40 of the other 52 Florida cities we cover. What should that money pay for first, and would you change anything about how it is set?"

2. Sewer and utility-bill fees

The fact: Sewer and flat utility-bill charges here come to about $1,241 a year, higher than 45 of the other 51 Florida cities we cover. Some cities bill sewer on the property tax bill instead, which is not counted here.

Ask: "Sewer and flat utility-bill charges here cost about $1,241 a year, higher than 45 of the other 51 Florida cities we cover. What drives that cost, and would you change anything?"
