How these numbers are made
- Florida tax bills are public, but we calculate yours from public rates and the value you enter.
- Property tax: 15.8704 mills in total for Lake County taxing authority code 000L (City of Leesburg), 2026 final rates from the Lake County Property Appraiser: Lake County general fund 5.0254, voted debt service 0.0719, ambulance MSTU 0.4629, Lake County Water Authority 0.2940, Lake County School Board 6.0540 (3.0560 required local effort plus 2.9980 local), North Lake County Hospital District 0.4046, St. Johns River Water Management District 0.1793 and City of Leesburg 3.3783 (adopted September 28, 2026, the rolled-back rate). Leesburg's CRA and CDD tax codes carry the same total millage. We add one flat yearly charge: the City of Leesburg fire protection assessment, $176 per dwelling unit for fiscal year 2026-27 (Resolution 12,286, adopted September 14, 2026; the City's fire assessment web page still shows last year's $170). Many newer neighborhoods sit in community development districts (Arlington Ridge, Lake Harris, Orange Bend, Bellaviva at Whispering Hills, Dewey Robbins, County Road 33, Villages of West Lake), whose non-ad valorem assessments vary by district and are not included; nor are homeowner association dues.
- Homestead takes $25,000 off all taxes and up to $26,411 more off non-school taxes. The starting value is the Census median market value of owner-occupied homes, not an assessed value; it likely overstates taxes for long-held homesteads, because the Save Our Homes cap keeps their assessed value lower; enter your assessed value from your TRIM notice. We found no published median Leesburg homestead assessed value.
- Water, sewer and garbage (City of Leesburg rates effective 10/1/26, inside the City, from the City's Utility Account FAQ page): water $12.85 a month plus $1.063284, $1.341373, $1.864835, $2.535521 and $4.645730 per 100 cubic feet in blocks of 0-6, 7-12, 13-21, 22-45 and over 45; we add the City's 10% Public Service Tax into the water prices. Some meters are billed per 1,000 gallons on an equivalent schedule; we use the 100-cubic-foot schedule. White Marsh and Royal Highland customers pay higher upper blocks, not modeled. Sewer $32.01 a month plus $1.658993 per 100 cubic feet of water, with no cap in our figures; the Public Service Tax is not applied to sewer. Garbage $20.61 a month. The City charges a stormwater utility fee (its stormwater page says residents voted for it), but we did not find its amount, so no stormwater charge is included and a real bill may show one. In areas annexed from unincorporated Lake County, a county-franchised hauler may keep collecting trash for up to five years.
- Electricity: City of Leesburg Electric residential rate effective 10/1/2026, $15.00 a month plus $0.092940 per kWh up to 1,000 kWh and $0.115492 above, plus the Bulk Power Cost Adjustment of $0.03 per kWh (FMEA's September 2026 comparison shows $30.00 on a 1,000 kWh bill; it can change monthly), all increased by the 2.564% Gross Receipts Tax, plus the City's 10% Public Service Tax. Florida law keeps fuel adjustment charges out of the public service tax, so the tax on a real bill may be somewhat lower. Typical use, 967 kWh a month, is Leesburg Electric's 2024 residential sales divided by its residential customers (EIA). We did not check which addresses, if any, are served by another electric utility. Natural gas from the City of Leesburg Gas Department ($20.57 a month plus $0.7085 per therm delivery) is not in the totals because its monthly fuel charge is not published.
- Insurance: Florida OIR's Lake County average homeowners premium with wind coverage ($2,650, data as of March 31, 2026); flood insurance is a separate policy and is not included.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
