How these numbers are made
- Florida tax bills are public, but we calculate yours from public rates and the value you enter.
- Property tax: 15.5266 mills in total for the City of DeBary, 2026 tax year: Volusia County's countywide levies 5.4698 (General Fund 3.1007 adopted at the rolled-back rate on September 22, 2026, Law Enforcement 1.5994, Library 0.3697, ECHO 0.2000, Volusia Forever 0.2000), Volusia County Schools 5.2430 (2.9950 required local effort, 0.7480 discretionary, 1.5000 capital), City of DeBary 3.6500 (adopted September 23, 2026), West Volusia Hospital Authority 0.9575, St. Johns River Water Management District 0.1793 and Florida Inland Navigation District 0.0270. DeBary is not in the county's fire district or Municipal Service District. We took each rate from the authority's own adopted documents because the Property Appraiser's 2026 millage table could not be downloaded.
- Homestead takes $25,000 off all taxes and up to $26,411 more off non-school taxes (we apply the full $26,411, which every home assessed at $76,411 or more gets). The typical value is the Census median market value of owner-occupied units, condos included; the Save Our Homes cap keeps many homesteads' assessed value lower.
- Flat charges on the tax bill (adopted July 15, 2026): solid waste $333.00 a year per residential unit (shown as garbage, $27.75 a month) and stormwater $160.00 a year for a residential parcel on a public road ($80.00 on a private road; in 2024 about 6,500 residential parcels paid the public-road rate and 2,600 the private-road rate). Street lighting district and Orlandia Heights assessments apply only in those neighborhoods and are not included. The November 2026 statewide homestead exemption referendum does not change the 2026 bill.
- Water and sewer: Volusia County Utilities West Volusia residential rates effective January 1, 2026, 3/4 inch meter: water $18.86 a month plus $2.82 to $16.17 per 1,000 gallons in five tiers; sewer $29.02 a month plus $6.14 per 1,000 gallons up to 14,000 gallons. Homes on a septic tank pay no sewer bill and should set sewer to zero; homes on a private well pay no water bill. Separate irrigation and reclaimed water meters are not included.
- Electricity: Duke Energy Florida RS-1 effective October 1, 2026, $14.43 a month plus per-kWh charges; the non-fuel energy charge is a weighted average of 3 winter months (December through February) and 9 months March through November, plus the BA-1 fuel charge (4.127 cents up to 1,000 kWh, 5.197 cents above) and cost recovery factors, plus DeBary's 10% public service tax on electricity applied to the whole bill (Florida law exempts the fuel charge, so this slightly overstates it). Duke's franchise fee and gross receipts tax are not included; homes served by FPL pay FPL's rates instead. Typical use, 1,104 kWh a month, is EIA's 2024 Florida residential average. Natural gas (Florida Public Utilities) is not modeled. Insurance: Florida OIR's Volusia County average homeowners premium with wind coverage ($2,808, March 2026); flood insurance is a separate policy and is not included.
- Street lighting: the City's 2026 table lists 40 lighting districts covering 6,269 parcels ($557,768 a year), about two-thirds of the roughly 9,100 residential parcels that pay stormwater; rates run $27 to $258 a year (average about $89) and are not in the total. Septic: about 2,400 homes, mostly south of Highbanks Road (roughly a quarter of DeBary homes), use septic tanks, and many of them also use private wells rather than County water; those homes should set sewer, and water if on a well, to zero.

| Total | $11,622 | $12,935 | lower than 45 of the other 52 Florida cities we cover |
Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
